2978 RESOLUTION NO. 2,978 RESOLUTION OF THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS , AMENDING RESOLUTION NO. 2 ,803 - APPROVING UNDERTAKING OF SURVEYS AND PLANS FOR AN URBAN RENEWAL PROJECT AND FILING OF AN APPLICATION FOR THE UNIVERSITY PARK AREA WHEREAS , on February 19, 1962, the Board of Directors of the City of Little Rock, Arkansas, adopted Resolution No. 2 ,803 ; and WHEREAS, since the adoption of said Resolution, the Urban Renewal Auf,u.nistration has required that the Housing Authority of the City of Little Rock, Arkansas , file an Application for Feasibility Survey Funds for the University Park Area as a prerequisite to filing a Survey and Planning Application for said Project Area; and WHEREAS , it is necessary to reduce the cost figure set forth in the second "WHEREAS" clause of Resolution No. 2,803 because a feasibility survey report includes some of the studies and reports required in a regular survey and planning study, and thus reduces the survey and planning cost; and WHEREAS, since the adoption of said Resolution, it has become necessary to further amend the second "WHEREAS" clause of said Resolution by revising the description of the University Park Area; and WHEREAS, the Housing Authority of the City of Little Rock, Arkansas , has received Local Public Agency better No. 258 (dated December 19, 1962) which requires that a locality's resolution (approving a survey and planning application) include a statement "that the locality is cognizant of the conditions imposed in undertaking and carrying out urban renewal projects with Federal financial assistance under Title I, including those prohibiting discrimination because of race, color, creed, or national origin" before any survey and planning application can be approved by the Urban Renewal Administration and the Housing and Home Finance Agency; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS, that: Section 1. The second "WHEREAS" clause of Resolution No. 2 ,803 shall be amended by changing the estimated cost of making surveys and preparing plans for the University Park Area from approximately Two Hundred Fifty-five Thousand Nine Hundred Forty-nine Dollars ($255,949.00) , to approximately Ninety-six Thousand Mine Hundred Thirty-nine Dollars ($96,939.00) . Section 2. The second "WHEREAS" clause of Resolution No. 2,803 shall be further amended by revising the description of the University Park Area to read as follows : Starting at a point located at the intersection of the north right-of-way line of the proposed East-West Expressway and the east right-of-way line of Fair Park Boulevard extended; thence running south along the east right-of-way line of Fair Park Boulevard to a point on the north right-of-way line of West 12th Street; thence west along the north right-of-way line of West 12th Street to the center line of Coleman Creek; thence north along the center line of Coleman Creek to a point located on the south right-of-way of West 10th Street extended; thence west along the south right-of-way line of West 10th Street extended and West 10th Street to a point on the east right-of-way line of South University Avenue ; thence south along the east right-of-way line of South University Avenue to a point that would be the south right-Of--way line of West 20th Street extended; thence, running in a westerly direction along the south right-of-way line of West 20th Street extended and West 20th Street to the west right-of-way line of McKinley Street; thence , north along the west right-of-way line of McKinley Street to a point which would be generally the south right-of-way line of West 16th Street extended; thence , west along the south right-of-way line of West 16th Street extended and West 16th Street to a point located on the center line of Rock Creek; thence , running in a northwesterly direction along the center line of Rock Creek to the north right-of-way line of West 12th Street; thence, running in an easterly direction along the north right-of-way line of West 12th Street to the west right-of- way line of Bryant Street; thence, north along the west right-of- way line of Bryant Street to the north right-of-way line of the proposed East-West Expressway; thence, running in an easterly direction along the north right-of-way line of the proposed East- West Expressway to a point on the west right-of-way of Arthur Street; thence , north along the west right-of-way line of Arthur Street to the north right-of-way line of West 7th Street; thence, east along the north right-of-way of West 7th Street to a point located at the intersection of the north right-of-way line of the East-West Expressway; and the north right-of-way line of West 7th Street; thence , in an easterly direction along the north right-of- way line of the proposed East-West Expressway to the point of beginning. Section 3. Resolution No. 2 ,803 shall be amended by adding a 5th Section to said Resolution, said Sth Section reading as follows : "5. That the Board of Directors of the City of Little Rock, Arkansas is cognizant of the conditions that are imposed in the under- taking and carrying out of urban renewal projects with Federal financial a assistance under Title I of the Housing Act of 1949 , including those prohibiting discrimination because of race , color, creed or national origin." Section 4. All other "WHEREAS" clauses and Sections of Resolution No. 2 ,803 shall remain unchanged by this Amending Resolution.
