2 AN ORDINANCE TO AMEND CHAPTER 17, ARTICLE II OF THE
3 LITTLE ROCK CODE, 1988, TO ADD AND MODIFY CERTAIN
4 BUSINESS CLASSIFICATIONS TO THE SCHEDULE OF BUSINESS
5 LICENSE FEES; AND FOR OTHER PURPOSES.
6 WHEREAS, new business classifications are needed to have a more precise schedule
7 of business classifications, and
8 WHEREAS, the fee charged for a vending machine license needs to be modified, and
9 WHEREAS, a processing fee needs to be established for those businesses which
10 obtain a license after a citation or warrant has been issued;
11 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
12 THE CITY OF LITTLE ROCK, ARKANSAS:
13 Section 1. Section 17 -51 of the Little Rock City Code, 1988, is hereby amended as
14 follows:
15 (c). Businesses paying a city Business License after a citation or warrant has been
16 issued shall be charged a processing fee of not more than fifty dollars ($50.00) by
17 Treasury Management or City of Little Rock personnel.
18 Section 2. Section 17 -52 of the Little Rock City Code, 1988, is hereby amended to
19 add or modify the following business classification and fees:

17 Section 3. The City Clerk shall publish this ordinance one time in a local newspaper
18 no later than one (1) week after the passage of the ordinance, as required in Ark. Code Ann.
19 26 -77 -104 (Michie Repl. 2000 & Supp. 2003)
20 Section 4. Repealer. All ordinances and parts of ordinances that conflict with this
21 ordinance are hereby repealed to the extent of such inconsistency.
22 Section 5. Severability. In the event that any title, section, item, sentence, clause,
23 phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional,
24 such declaration or adjudication shall not affect the remaining portions of the ordinance
25 which shall remain in full force and effect as if the portion so declared or adjudged invalid
26 or unconstitutional was not originally a part of the ordinance.

I Section 6. Emergency. The Board of Directors has previously declared that the
2 collection of business license fees is necessary for the performance of essential municipal
3 functions and that, without the same„ the delivery of City services will decrease and the
4 City's ability to provide and support the public peace, health and safety will be diminished.
5 To ensure that licensees receive their tax statements in time to meet the January fee
6 collection deadline, this ordinance should be given effect immediately. An emergency is,
7 therefore, declared to exist and this ordinance shall be in full force and effect from and after
s the date of its passage.
