RESOLUTION NO. 2,712
RESOLUTION OF THE CITY BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS, APPROVING UNDERTAKING
OF EAST END GENERAL NEIGHBORHOOD RENEWAL PLAN AND
FILING OF APPLICATION FOR FEDERAL ADVANCE OF FUNDS
AREAS, the Board of Directors of the City of Little Rock,
Arkansas, approved by Resolution No. 2,647 on February 2C, 1961, the under-
taking of the East End General Neighborhood Renewal Plan and the filing of
application for Federal Advance of funds to prepare the Plan; and
WHEREAS, the Housing and Home Finance "'agency required a more
adequate boundary description of the East End General Neighborhood Area than
that contained in Resolution No. 2,6)47; and
TEREAS, under Title I of the Housing Act of 1949, as amended, the
Housing and Home Finance Administrator is authorized to extend financial
assistance to localities in the elimination and prevention of the spread of their
slurps and urban blight through the planning and undertaking of urban renewal
projects; and
WHEREAS, under Section 102(d) of said Title I, the Housing and Home
Finance Administrator may make advances of funds for the preparation of General
Neighborhood Renewal Plans for urban renewal areas of such scope that the urban
renewal activities therein may have toil carried out in stages over a period
of not more than 10 years; and
WHEREAS, it is desirable and in the public interest that the Housing
Authority of the City of Little Rock, Arkansas, prepare such a General Neighbor-
hood Renewal Plan, presently estimated to cost $95,945.00 in that certain area,
proposed as an Urban Renewal Area, situated in the City of Little Rock, County
of Pulaski, and State of Arkansas, and described as follows:
Starting at a point on the south bank of the ?.rkansas
River 170 feet east of River Street, thence southerly
to a point 177 feet north of the north ROW line of East
Tenth Street, thence westerly 150 feet to the east
ROW line of River Street, thence southerly to the south
ROW line of East Tenth Street, thence westerly along
the south ROW line of East Tenth to the east ROW line
of Harrington Street, thence southerly along the east
ROW line of Harrington Street to a point at the southeast
corner of Harrington Street and 13th Street, thence
westerly along the South ROW line of an unnamed Street
which is 14th Street extended to a point on the east
ROW line of Frazier and Bond. Streets, approximately
200 feet south of 13th Street, thence southeasterly along
the east ROW line of Frazier-Bond Street to the south
ROW line of 17th Street, thence westerly along the south
ROW line of 17th Street to a point which is the intersection
of the west ROW line of Fletcher Street extended and the south
ROW line of 17th Street, thence southerly to a point on
the south ROW line of 22nd Street, thence westerly along 22nd
Street to a point 120 feet west of the west ROW line of
Security "!venue, thence northerly to the south ROW line
of East 17th Street, thence westerly along the south ROW
line of East 17th and that line extended to the center-
line of the Little Rock Expressway, thence northerly along
the centerline of the Little Rock Expressway to the
south bank of the Arkansas River, thence easterly
along the south bank of the Arkansas River to the
point of beginning.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS, as follows:
1. That the proposed Urban Renewal Area described above is an area
of such scope that it is estimated that the urban renewal activities therein
may have to be carried out in stages over a period of not more than 10 years.
2. That the undertaking by the Housing Authority of the City of
Little Rock, Arkansas, of the preparation of a General Neighborhood Renewal Plan
for the proposed Urban Renewal Area described above is hereby approved.
3. That it is cognizant of the intention of the Housing Authority
of the City of Little Rock, Arkansas, to undertake an urban renewal project
promptly upon completion of the General Neighborhood Renewal Flan and the
preparation of an urban renewal plan for such project, which project shall embrace
at least 10 percent of the Urban Renewal Area and shall be of the character
contemplated by Section 110(c) of said Title I.
J . That it is cognizant of the conditions that are imposed in the
undertaking and carrying out of urban renewal projects with Federal assistance
under Title. I, including the requirements that a General Neighborhood Renewal
Plan conform to the Uorkable Program of the community, as set forth in Section
101(c) of Title I, and to a general plan of the locality as a whole, as well
as those requiring a feasible method of relocation and the provision of necessary
local grants-in-aid.
5. That it is the intention of this body that the General Neighborhood
Renewal Flan will be used to the fullest extent feasible as a guide for the
provision of public improvements in such Area and that the Plan will be con-
sidered in formulating codes and other regulatory measures affecting property
in the Area and in undertaking other local governmental activities pertaining
to the development, redevelopment, rehabilitation, and conservation of the
Area.
6. That the filing of an application by the Housing ?authority of the
City of Little Rock, Arkansas, advance of funds from the United States in an
amount not to exceed $95,915.00 for the preparation of a General Neighborhood
Renewal Plan for the Urban Renewal Area described above is hereby approved.
