2708 RESOLUTION NO. 2,708 A RESOLUTION CREATING A CITY BOARD OF HEALTH FOR THE CITY OF LITTLE ROCK; PROVIDING FOR MEMBERSHIP THEREON AND TERMS THEREOF; PROVIDING FOR CERTAIN POWERS AND DUTIES OF SAID BOARD; AND FOR OTHER PURPOSES. WHEREAS, the Board of Directors of the City of Little Rock desires that a Board of Health for the City of Little Rock be appointed; and WHEREAS, it is desired that the Board be created and consti- tuted as an advisory board to the City Government and its agents relative to matters of public health; and WHEREAS, the Board of Health created herein is constituted pursuant to the general police powers inherent in municipalities and not pursuant to Acts, 1949, No. 186, of the General Assembly of the State of Arkansas; NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. There is hereby created and established a Board of Health of the City of Little Rock, which shall consist of six (6) members, not more than three (3) of which shall be doctors of medicine with a degree from a medical school approved by the Council of Medical Education and Hospitals, or its successor, the American Medical Association, to be appointed by the Board of Directors of the City of Little Rock upon the recommendations of the City Manager for three (3) year terms, except that the mem- bers first appointed shall be so designated that two (2) members shall serve for one (1) year, two (2) for two (2) years, and two (2) for three (3) years from June 1st of the year appointed and thereafter all appointments shall be for a term of three (3) years each. All appointees and members of the Board of Health shall be qualified electors of the City of Little Rock. Any vacancy on said Board shall be filled by the Board of Directors - 2 - on recommendation by the City Manager in the same manner as full term appointments, by the appointment of a qualified person for the unexpired term. The Board shall, at its organizational meeting, elect from its members a president and such other offi- cers as it shall determine. All officers shall hold office at the pleasure of the Board of Health. SECTION 2. Regular meetings of the Board of Health shall be held not less than twice a year at such time or times as may be fixed by Resolution of the Board of Health. Special meetings of the Board of Health may be called by the President, by the Health Officer, or by a majority of the members of the Board, in such manner as may be determined by the Board of Health for the calling of special meetings. A majority of the members of the Board of Health shall constitute a quorum of the Board and members shall serve without compensation. SECTION 3. The Board of Health shall serve in an advisory capacity to the Board of Directors of the City of Little Rock, the City Manager and the Health Officer of the City of Little Rock, and shall assist the Board of Directors, the City Manager and the Health Officer in such manner as may be directed from time to time in the formulation of policy, ordinances and inter- pretation of existing regulations, statutes and all applicable laws when called upon to do so.
