A RESOLUTION PROCLAIMING EASTER FASHION FESTIVAL WEEK AND PLAY
IN ARKANSAS WEEK; GRANTING MERCHANTS THROUGHOUT THE CITY PRIVI-
LEGES IN CONNECTION WITH THE PROMOTION OF SAID EVENTS; AND FOR
OTHER PURPOSES.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK,
ARKANSAS:
SECTION 1. The week of March 6th through the 11th, 1961, is
hereby proclaimed Easter Fashion Festival Week and for the purpose of
promoting interest in and successfully carrying out said event, the
merchants of the City of Little Rock shall be and are hereby granted
the following privileges in connection with the use of streets and
sidewalk areas:
a. The fastening of temporary cardboard signs designating
portions of streets as "Easter Avenue" ;
b. During said week artists shall be privileged to set up
easels on sidewalks near curbs for the purpose of painting
pictures;
c . During said week florists shall be permitted to sell bouquets,
boutonieres, ecc. at small sidewalk stands in order to lend
color and festive air;
d. During said week background music will be permitted pro-
vided same does not create a disturbance;
e. Have a parade of new cars and live models on March 11th;
2. From March 6th through the month of April, place suitable
small trees and/or shrub-type greenery in cedar tubs or
concrete containers on sidewalks in the business areas.
SECTION 2. As a climax to "Play in Arkansas" Week, no parking
will be permitted on Main Street between Markham and 9th Streets on
May 27, 1961, and merchants throughout the City shall be privileged
to display boats, motors, trailers, and outdoor equipment along and
parallel to the curb of said street .
SECTION 3 . This resolution shall be in full force and effect
from and after its adoption.
