2294 RESOLUTION NO. 2294
A RESOLUTION RECOMMENDING TO THE PULASKI COUNTY SENATORS
AND REPRESENTATIVES SERVING IN THE 62ND GENERAL ASSEMBLY
OF THE STATE OF ARKANSAS NOW CONVENED, THAT THEY ACTIVELY
OPPOSE AND STRIVE TO DEFEAT PASSAGE OF HOUSE BILL 19 ,
HOUSE BILL 78, HOUSE BILL 173 AND SENATE BILL 172, ALL
OF WHICH ARE NOW PENDING BEFORE THE SAID GENERAL ASSEMBLY;
AND FOR OTHER PURPOSES.
WHEREAS , the Board of Directors of the City of Little Rock
believes that House Bill 19 , which would require municipalities
or improvement districts constructing water works or sewer
systems to extend such facilities to the property line of all
property on which an improvement tax is assessed, would, if
passed, greatly hinder the orderly expansion and administration
of water and sewer facilities by municipalities or improvement
districts in this State, and,
WHEREAS , the Board of Directors believes that House Bill
78 , restricting the amount charged for parking meter time and
the maximum fine which could be imposed for an overtime parking
violation,would, if passed substantially impair the use and
reduce the value of parking meters by municipalities and, further,
that such legislation as is proposed by House Bill 78 is not the
proper function of the General Assembly, but is a matter which
should be left to the determination of the legislative body of
the municipalities concerned, and,
WHEREAS , the Board of Directors believes that House Bill
173 , providing that the legislative body of municipalities shall
sit as a Board of Zoning Adjustment, would, if passed, impede
the efficient administration of zoning ordinances in municipalities
and unnecessarily burden the legislative body of municipalities,
and,
WHEREAS , the Board of Directors believes that Senate Bill
172, restricting the jurisdiction of City Planning Commissions to
the corporate limits of the City rather than territory within
five miles of the corporate limits of the City as is now provided

by law, would, if passed, greatly impede the orderly growth
and development of municipalities and would permit slum areas
to be created and would leave the cities powerless to correct
this evil;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Board of Directors of the City of Little
Rock hereby recommends to the Pulaski County Senators and Re-
presentatives, serving in the 62nd General Assembly of the State
of Arkansas now convened, that they actively oppose and strive
to defeat the passage of the following legislation now pending
before the General Assembly which would be greatly detrimental
to the City of Little Rock:
House Bill 19
House Bill 78
House Bill 173
Senate Bill 172
SECTION 2. This resolution shall be in full force and
effect from and after its adoption.
