2088 RESOLUTION NO. 2088 A RESOLUTION APPROVING IN PRINCIPLE A PLAN SUBMITTED BY THE HOUSING AUTHORITY OF THE CITY OF LITTLE ROCK, ARKANSAS, FOR ACQUISI- TION, CLEARANCE, RENEWAL AND REDEVELOPMENT FOR PUBLIC PARK AND OTHER PURPOSES OF THAT SLUM AND BLIP-ITED AREA IN LITTLE ROCK, PULASKI COUNTY, ARKANSAS, KNOWN AS THE WEST ROCK PROJECT AREA; AND FOR OTHER PURPOSES WHEREAS, the Housing Authority of the City of Little Rock, Arkansas , pursuant to a Statement of Intent executed by it on the 23rd day of March 1956, has thus re—affirmed its intention to initi- ate a slum clearance, redevelopment and renewal project in that slum and blighted part of the City of Little Rock , Arkansas , known as the West Rock Project Area , described generally as follows : The West Rock Project Area comprises approximately .0815 of a square mile with 239 platted lots and a total of 52.2 acres , including streets . It is located In the north- west part of the city on the fringe of one of the best resi- dential sections in the city and is approximately two miles from the center of the downtown business district . It is composed of parts of three platted additions : West Rock Addition, Hillcrest Park Addition and East Pulaski Heights Addition, together with two unplatted parcels contiguous to the aforementioned subdivisions . The topography varies from level land to high and hilly land. It is predominantly resi- dential with 104 families residing in the area . A survey showed that of the 102 dwellings , 89 were slums or substandard. The total estimated value of land and improvements is $709,790.00. WHEREAS, said area has been designated as "slum and blighted" by the City Health Department ' s Housing Survey of 1949; and WHEREAS, the late Fred W. Allsopp, an honored citizen of the City of Little Rock , under his last will and testament set up • a fund of $5,000.00 to be paid to the City of Little Rock if, within ten years from the date of his death in 1946 (prior to April 18, 1956) , the City could and did arrange a feasible and satisfactory plan to acquire, by purchase or exchange, the property in said West Rock Area " sufficient to remove the present objectionable eye—sore created thereby, and at the same time annex such property to Allsopp Park"; and WHEREAS, said Housing Authority has prepared a Preliminary Plan for the redevelopment of said West Rock Project Area and said Plan has been approved In principle by the Little Rock City Planning Commission, and in pertinent part , by the Arkansas State Highway Department in connection with the proposed relocation and straighten- ing of a portion of Cantrell Road; and WHEREAS, under such Plan the area of Allsopp Park would be appreciably increased and a suitable entrance would be provided thereto through said West Rock Area ; and WHEREAS, said Housing Authority's Statement of Intent is evidence of a concrete plan for compliance by the City of Little Rock with said requirements of said lest will and testament of Fred W. Allsopp, deceased; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Little Rock , Arkansas : Section I . That certain Statement of Intent executed by the Housing Authority of the City of Little Rock , Arkansas on the 23rd day of March , 1956, with respect to acquisition, clearance, redevelopment and renewal of said West Rock Project Area in the City of Little Rock , Pulaski County, Arkansas , for public park and other purposes as said Statement of Intent appears on file in the official records of said City, be and hereby is approved in princi- ple. Section 2. That the City Council of said City does hereby pledge its cooperation in effecting prompt consummation of the broad objectives of the Plan therein set out for the redevelopment of said West Rock Project Area for public park and other purposes . r Section 3 . That the Trustees under said last will and testament of said Fred W. Allsopp, deceased, be and hereby are requested to set aside said bequest in the sum of $5,000 for de- livery to said City upon the beginning of execution of said Plan within a period of two years from the date of this Resolution . Section 4 . It is hereby declared that redevelopment of said West Rock Project Area is immediately necessary in order to preserve the public peace, health , morals and welfare. An emer- gency is therefore declared to exist and this Resolution shall take effect from and after its passage and approval .
