No. 6 have made due report to the City Council that they
have qualified for office and have ort ani:ed, have formed plans
for their improvement and have estimated the cost thereof to be
within the limit allowed by law, and have recommended the ap oint-

Little Rock, Arkansas, as assessors to assess the benefits in said
district ;
