RESOLUTION NO. 1831
A RESOLUTION PLEDGING THE COOPERATION OF THE CITY OF
LITTLE ROCK WITH: THE STATE OF ARKANSAS IN PROVIDING
RALP CONNECTIONS TO TEE BROADRAY AND MAIN STREET
BRIDGES, TOGETHER WITH A RIVER FRONT DRIVE AS SET
FORTH IN THE LOCHNER PLATT, AU1dORIZING THE ESTABLISH-
IvENT OF SUCH COMMITTEES TO CARRY OUT SUCK FLANS, AND
FOR OTHER PURPOSES .
WHEREAS,
On July 11, 1947, an agreement was entered into between the
Arkansas State Highway Commission and h. ': . Lochner and Cor -
pany for the preparation of a comprehensive report of a high-
way transportation system for the r:etropo_itan re ion of Little
Rock and North Little Rock, showing the conclusions reached
anc the reasons therefor; the types of development and addit-
ional facilities recommended; and a program for the improve-
ments , including estimated costs and proper priority, and
under date of January 15, 1948, such report waa presented to
the Arkansas State Highway Commission and it been consider-
ed by said commission to meet the requirements set forth in the
agreement executed by said commission with H. W. ;,ochner and
Company, and
':HEREAS,
Said Lochner plan was by resolution of the Arkansas State
Highway Commission in general accepted and approved, with modi-
fications to include the ccnstruction of a third bridge across
the Arkansas River if and when engineering studies show the
desirability and need for such a facility, and
':HEREAS,
It was the opinion of the _-irkansas State Highway Commission
that there should bo constructed cn the South River Front
Drives a drive with ramp connections to the Broadway and Main
Street Bridges in Little Rock in order to expedite the flow
of traffic through the urban area anu to alleviate the congest-
ion of traffic in the area of said bridges , and
WHEREAS,
Said commission has agreed to program Postwar Urban Federal
Aid funds in the amount of Four Hundred Fifty Six Thousand
Dollars ( 456,000) to he used in the acquisition of rights of

way for the South River Front Drives and connections to the
existing bridges on Broadway and lain Streets in the City of
Little Dock, which amount represents one-third of the One
Million Three Hundred and Sixty Eight Thousand Dollars
(11:.1,368,000) set forth in the Lochner plan as the estimated
cost for acquiring the rights of ,..ay necessary for the South
River Front Drives and said bridge connections , and
WHEREAS,
Such funds are made available upon the contingency of an
agreement being executed between the State Highway Commission
and the City of Little lock whereby the City of Little Rock
will provide additional funds for two-thirds of the cost of
acquiring the rights of way and resulting property damage , and
one-half of the cost of adjusting utilities chargeable to the
project, and
VaHEREAS,
The City Council of the City of Little hock realizes the de-
sirability of carryin. ,, out the recommendations as contained
in the Lochner plan for bridge ramps and the river front
drive in order to facilitate the flow of traffic and alleviate
congestion of traffic in the City of Little dock and that in
order to do so the officials of the City of Little Rock should
cooperate with the officials of the Arkansas State Highway
Department in this program,
NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LITTT7 ROCK,
ARKANSAS :
SECTION 1. The City of Little Rock does hereby pledge
its cooperation with the State of Arkansas , the Arkansas
State Highway Commission, the City of North Little hock,
Arkansas , and the Federal Government in carrying out the re-
commendations contained in the Lochner plan to facilitate the
flow of traffic in the City of Little hock by providing ramps
on the Broadway and Main Street bridges and a drive along the

south shore of the Arkansas River.
SECTION 2. The iayor of the City of Little Lock is
hereby authorized and directed to appoint such committees as
may be necessary to make recor1rendations ci take such action
as r:ay be necessary tc obtain the funds which will be necess-
ary to be expended by the City of Little Rock to accomplish
the construction of the south river front drive on the _zri- an-
sas River, and the ramps to the Broadway and Main Street
Bridges .
