1760 RESOLUTION NO. 1760
A RESOLUTION AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN
EASEMENT DEED ON BEHALF OF THE CITY OF LITTLE ROCK TO THE STADIUM
COMMISSION PROVIDING FOR THE USE OF CERTAIN PARCELS OF LAND WITHIN
FAIR PARK FOR PARKING SITES IN CONNECTION WITH THE WAR MEMORIAL
STADIUM; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.
WHEREAS Act 249 of the Acts of the General Assembly of the
State of Arkansas for the year 1947 provides for the construction
of a stadium for the use of the various schools, colleges and
universities in the State, to be known as the 'tar Memorial Stadium;
and
WHEREAS said Act provides for the selection of a Commission
authorized, among other things, to select a site in the State of
Arkansas for said stadium; and
WHEREAS Paragraph I , Section 4 , of said Act provides that the
site selected for the stadium must be furnished free of cost to
said Commission ; and
JHEREAS the City of Little Rock, by reason of its central
location, is conveniently accessible to all the people of Arkansas;
and
WHEREAS the City of Little Rock owns in fee the lands in Fair
Park, a portion of said lands being now little used and which said
portion naturally lends itself to the construction of a stadium; and
WnE LEAS the construction of a stadium in Little Rock would be
a great benefit to the City of Little Rock and all of the people
in Arkansas; and in recognition of which the Council by resolution
has authorized the Mayor and City Clerk to execute a deed to the
Stadium Commission of a certain area in Fair Park for the purpose
and in consideration of the erection of a stadium in Little Rock,
Arkansas; and
WHEREAS in order that the City of Little Rock and the area
mentioned shall be favorably considered by the Stadium Commission
as a site for the construction of a stadium, suitable parking area
must be made available ; and
WHEREAS there is a need for the designation and developing
of definite areas within Fair Park as parking sites for use by
the public in connection with the existing park and recreational
facilities now afforded therein, as well as the additional facilities
contemplated;

NOW THEREFORE be it resolved by the Council of the City of
Little Rock, Arkansas:
Section I. That the Tv'ayor and City Clerk be and they are
hereby authorized to execute to the Stadium Commission an easement
deed providing for the use of certain parcels of land within
Fair Park, or so much thereof as has not been previously authorized
to be conveyed as the actual site fora stadium, for parking sites,

in consideration of the construction of a stadium and parkin; sites
within such areas at the expense of the Commission and in consider-
ation of the use of such parking sites by the people of Little Rock
in connection with their utilization of other park and recreational
facilities within Fair Park, said parcels being as follows:

Pulaski County, Arkansas, more particularly described as:

Section II. It is ascertained and declared by the City Coun-
il that the City of Little Rock lacks sufficient recreational facili-
ties for its inhabitants, and that the recreation they would derive
from the Stadium hereinafter referred to would be conducive to the
peace and health of its inhabitants; that the Stadium Commission of
Arkansas is considering construction of a large and modern stadium
on the tract of land in State Fair Park owned by the city, which
tract the Council, by resolution heretofore adopted, authorized
to be conveyed to the Stadium Commission if the Commission agreed
to locate the Stadium in the City of Little Rock; that before the
Commission will locate it in the city it will require that the city
furnish an area adjacent to the Stadium sufficient for the parking
of automobiles of the people attending and taking part in athletic
events at the Stadium; that unless this resolution can become effec-
tive immediately the Stadium Commission will refuse to locate the
Stadium in the city and will locate it in another city, as the result
of which the city and its inhabitants wil_ be deprived of the Stadium
and its resulting benefits.
It is, therefore, declared that an emergency exists, that
this resolution is necessary for the immediate preservation of the
public peace, health and safety, and that this resolution shall take
effect and be in force from and after its . . ssa: - .
