1748 4 , . RESOLUTION NO. 1748 A RESOLUTION ENDORSING THE EFFORTS OF THOSE WORKING IN BEHALF OF INCREASING SALARIES OF TEACHERS IN THE PUBLIC SCHOOLS BY PROVIDING REVENUES THROUGH READJUSTMENTS IN PROPERTY TAX ASSESSMENTS; AND FOR OTHER PURPOSES. WHEREAS, In the past the teachers in the Little Rock Public School System have exhibited the greatest loyalty to their profession and to the other citizens of the City of Little Rock by performing their duties cheerfully and with great ability and are deserving of public appreciation and a fair and equitable salary scale; and, WHEREAS, The income available to the Little Rock Public School Board is not sufficient to maintain a pay schedule for qualified teachers commensurate with their qualifications and ability; and, WHEREAS, The income of the Little Rock Public School District is derived principally from taxes on real and personal property within the district, and the values placed on real and personal property for tax assess- ment purposes in most instances are disproportionately low in relation to actual values and there exists inequities in the assessments on both real and personal property; and, 4iihREAS, The officials in charge of the assessment of real and personal property in the Little hock School District are able and honest men and every confidence is due them, but they have inherited a condition brought about by the greatest depression in history, being followed by the second World War with attendant effects on values and prices, and it has in the past been impossible to make definite and drastic and at the same time fair changes in the basis of tax assessments due to unpredictable events; and, WHEREAS, These officials deserve the wholehearted cooperation of the general public in an effort to equalize and adjust as speedily as possible the tax assessments in a manner fair to all property owners; and, WHEREAS, The Parent-Teachers Association of the Little Rock Public -- School District has and is directing its energies toward the correction of the unfortunate situation which exists, and is to be commended: NOW, THEREFORE, BE IT RESOLVED By the City Council of the City of Little Rock in regular session assembled this 19th day of May, 1947, that it is the opinion of this body that an emergency exists and that every effort should be extended by the representatives of the City of Little Rock to co- operate with other officials and public-spirited groups and individuals so that the aforementioned tax situation in the Little Rock Public School District may be remedied immediately and permanently. r � ADOPTED: Aay 19 , 1947.
