1738 RESOLUTION No. 1738
WHEREAS , for the past two weeks, armed robbers have perpetrat-
ed some six hold-ups in this city, and
WHEREAS , prompt attention has been given this condition by

WHEREAS , Patrolman Carl Jackson, employed since July 1st, 1942 ,
and assigned to the motorcycle squad, having heard the description
of the robber, and
WHEREAS, on April 21st about 7: 30 p.m. , Patrolman Jackson no-
ticed a person meeting the description of _,he alleged robber, board
a bus at 14th and 'main Streets, which he followed, and
WHEREAS , Patrolman Jackson noticed said man leaving said bus
at 12th and Main Streets, riding only two blocks, and
WHEREAS , when the said Patrolman accosted said suspect , he
responded by blazing away at Patrolman Jackson, leaving powder burns
on his face and a bullet scratch on his face , and
WHEREAS , said Patrolman returned the fire and said robber left
the scene traveling east on 12th Street toward Scott and said Patrol-
man sent for help, and
WHEREAS , Chief of Detectives C . O. Fink, who has been in the
service since Feb'y lh , 192$ and J. C. Monan,T Jr. , wh�d has obeenein
the service since January 1, 1940, received word by
occurance at 12th and Main and later overtook said suspect in an
alley , and
WHEREAS , while said suspect was aiming at Officer Fink, the
said Officers Fink and Monan, in order to save their lives from
great danger, shot said suspect ,
NOW, THEREFORE, BE IT RESOLVED that Patrolman C. E. Jackson,
Lt. of Detectives J. C. Monan, Jr. , and C . 0. Fink,
tives, acted promptly and courageously while in constant danger for
their lives and effected the capture of said suspect who later ad-
mitted participation in several hold-ups and after his death was
identified by other victims.
It is the concensus of the Little Rock City Council that these
three brave officers receive public recognition by the Mayor and
the City Council of the City of Little Rock.
BE IT FURTHER RESOLVED, that a copy of this resolution be post-
ed in the office of the Chief of Police and
