A RESOLUTION GRANTING A RIGHT-OF-WAY OVER CERTAIN
STREETS AND ALLEYS AND PROPERTY OWNED BY THE CITY
TO WAR EMERGENCY PIPELINES, INCORPORATED, AUTHORIZ-
ING EXECUTION OF RIGHT-OF-WAY GRANT AND FOR OTHER
PURPOSES.
WHEREAS, on this day comes the War Emergency Pipelines, Inc. ,
a corporation of the State of Delaware , acting for and on behalf of
the Defense Plant Corporation, a corporation controlled by the
United States of America and created pursuant to Section 5 (d) of
the Reconstruction Finance Corporation Act, as amended, and presents
to the City Councii its petition and prays the right, permission and
authority to lay, operate , renew, alter, inspect and maintain a
pipeline for the transportation of oil, gas, petroleum products or
any other material or substance which can be transported through a
pipeline, or any one or more of said substances , upon, over, under
and through certain streets, alleys and thoroughfares in the City of
Little Rock, Arkansas, as follows;
East 12th Street; Lawson Avenue; East 10th Street ; Clarkson
Street ; Picron Avenue ; East 6th Street ; Kirspel Avenue;
Selma Avenue ; East 5th Street; Cornish Avenue; Fletcher
Street; East 4th Street ; Reichardt Street ; Bender Street;
Parker Street; Bond Street ; Shall Street ; Cherry Street or
East 2nd Street ; Martin Street; McLain Street and three other
Streets located in the same vicinity, the exact or official
names of which are not known by the petitioner;
and upon, over, under and through those certain lots belonging to
the City of Little Rock and described as follows, to-wit:
Lots 2-3-4-5-14-15 and 16, Block 61, Annex No. 1 to
Industrial Park Addition to the City of Little Rock, Ark. ;
Lots 1-19 and 20, Block 62, Annex No. 1 to Industrial Park
Addition to the City of Little Rock, Arkansas ;
Lots 1 and 20, Block 63, Annex No. 1 to Industrial Park
Addition to the City of Little Rock, Ark. ;
Lots 1 and 20, Block 64, Annex No. 1 to Industrial Park
Addition to the City of Little Rock, Ark. ;
Lots 1 and 20, Block 65, Annex No. 1 to Industrial Park
Addit ion to the City of Little Rock, Ark. ;
Lots 1 and 7, Block 66, Annex No. 1 to Industrial Park
Addition to City of Little Rock, Arkansas;
and likewise the right, permission and authority to lay, operate,
renew, alter, inspect and maintain a second pipeline for lice
transportation, adjacent to and parallel with the first pipeline ;
and also the full right, permission and authority of ingress and
egress to and from said pipelines, or either of them, for the purpose
of inspecting, constructing, repairing, renewing and changing the

size of the said pipeline or pipelines, toether with the right ,
permission and authority for removal of same at will, in whole or
in part, and,
WHEREAS, This is a War Emergency Matter, and the said petition-
er stands ready and willing to pay the same compensation for said
easement, rights and privileges as has been established and paid to
individuals and corporations along the right-of-way throughout its
length in the State of Arkansas , to-wit; 50 cents per lineal rod;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Little Rock, Arkansas, that the Defense Plant Corporation, its
successors and assigns be, and it is hereby granted the right,
permission and authority to lay, operate, renew, alter, inspect and
maintain a pipeline for the transportation of oil, gas , petroleum
products or any other material or substance which can be transported
through a pipeline, or any one or more of said substances, upon,
over, under and through the said streets, alleys and thoroughfares
hereinbefore described, and upon, over, under, and through those certain
lots belonging to the City of Little Rock, hereinbefore described, and
likewise the right, permission and authority to lay, operate, renew,
alter, inspect and maintain a second pipeline for like transportation,
adjacent to and parallel with the first pipeline ; and also the full
right, permission and authority of ingress and egress to and from
said pipeline or pipelines for the purpose of inspecting, constructing,
repairing, renewing and clanging the size of said pipeline or pipelines ,
together with full right, permission and authority for removal of same
at will, in whole or in part.
By the acceptance hereof of the benefits of this resolution, the
Defense Plant Corporation and its successors and assigns do hereby agree
to bury such pipelines that cross under and through the above named
streets and alleys of the City of Little Rock, Arkansas, so that they
will not interfere with the normal and natrual use of said streets and
alleys, and further agrees to bury such pipelines that cross under and
through the above described lots so that they will not interfere with
the cultivation or drainage of said lots, and also to pay any and all
damages to the said streets and alleys and to the said lots which may
be suffered from the construction, operation, renewal, alteration,
inspection or maintenance of such pipelines.

BE IT FURTHER RESOLVED, That the Mayor and the City Clerk be,
and they are hereby ordered and directed to make , execute, acknowledge
and deliver to the said Defense Plant Corporation a formal sight-of-
Way Grant, granting, selling and conveying to it the authority to
cross said lots herein described upon payment of the compensation
above specified.
