Duncan Estate has an eight-apartment apartment house practically completed at 1823 Woodrow in the City of Little Rock, and the War Production Board has recommended and approved the use of three inch soil pipe in such type of construction, and the Federal Housing Administration has approved and used three inch soil pipe in Pulaski County projects, and the Office of Price Administration has frozen and rationed all four inch soil pipe to the extent that it is extremely difficult to obtain four inch soil pipe under the present War Production ruling, and WHEREAS, the said J. P. Duncan Estate has sufficient three inch cast iron soil pipe to complete such apartment building that will be occupied to a large extent by defense workers. TEEREFORE, be it resolved by the City Council of the City of Little Rock, Arkansas: Section 1. That the J. P. Duncan Estate be and it is hereby granted permission to install and use three inch soil pipe in the completion of the apartment house at 1823 Woodrow Street in the City of Little Rock, Arkansas.
