R E S O L U T I O N
ACCEPTING THE OFFER OF THE UNITED STATES
OF AIiLRICA
WHEREAS, there has been filed with the Federal Works Agency
for and in behalf of the City of Little Rock, Arkansas, for the
use of the Board of Waterworks Commissioners of the City of Little
Rock, (hereinafter called the "Owner") an application for Federal
assistance under the defense Public Works program, and the United
States of America, acting by and through the Federal Works Adminis-
trator, has transmitted to the Owner an Offer of Federal assistance
in connection with the public works referred to in said application
and described in said offer; and
WHEREAS, said Offer has been duly read in open meeting and
has been fully considered in every respect in accordance with the
pertinent rules of procedure and legal requirements ; and
WHEREAS, said Offer has been made a part of the public records
of the Owner; and
WHEREAS, it is deemed advisable and in public interest that
said Offer be accepted :
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Little Rock, Arkansas :
Section 1. That the Offer of the United States of America, a
true and correct copy of which is as follows :

Little Rock, Arkansas.
Subject to the Terms and Conditions (DPW Form No. 100,
dated September 15, 1941) attached hereto and made a part
hereof, the United States of America hereby offers to make a
grant of $ 50,000 to the City of Little Rock, Arkansas, in
order to aid in financing the construction of defense public
works, presently estimated to cost ?100,000, consisting of
waterworks facilities, including acquisition of necessary land
(herein called the "Project") : Provided, however, that the grant
payable hereunder in no event shall exceed the actual cost of
the Project upon completion as determined by the Director of
the Defense Public 'works Livision of the Federal works Agency.

to give aid to the City of Little Rock for the purpose of construct-
ing an additional clear well basin of the Little Rock Waterworks
System by the Board of Waterworks Commissioners, be and the same is
hereby accepted without reservation or qualification.
Section 2. It is ascertained and declared that the lack of an
additional clear well basin at the filter plant , owing to the pres-
ent heavy demand created upon said plant by the consumption at Camp
Joseph T. Robinson, endangers the health of the inhabitants of said
r'' City and increases the fire hazard which endangers the safety of the
lives of the inhabitants and of their property. It is , therefore,
declared that an emergency exists , that this resolution is necessary
for the immediate preservation of public peace , health and safety and
that this resolution shall take effect and be in force from and after .
its passage.
ADOPTED by the City Council of the City of Little Rock, Arkansas,
on the 2nd day of February 1942.
