IT FINANCING A PROJECT THEREIN
DESCRIBED.
R IT RESOLVED by the City Council of the City of Little
Rock, Arkansas :
1. That the amendator°,- offer of the United States of
America to she City of Little Rock,, Arkansas to aid b�.- wa• of loan
and grant in financing the construction and necessary equipment of a
municipal auditorium, said amendatory offer readin< as follows :

1. The United States of America hereby offers to amend further
the contract created by the acceptance by The City of Little Loci, Ark-
ansas (herein called the "Anplicant" ) , on October 1, 1937, of the Offer
made by the United States of America, dated October 1, 1937, as here-
tofore amended by the contract created by the acceptance the An'Dli-
cant on August 29, 1938, of the Amendatory Offer made by the United
States of America, dated August 13, 1938, by (1) striking from said orig-
inal offer, as amended, in Paragraph 1, line 12, the figures "v168,000"
and inserting in lieu thereof the futures "0118,000" ; and (2) by
striking Subparagraph (h) of Paragraph 1 of the said Offer, as amended,
and inserting in lieu thereof the following:
" (h) Faturi ties : On August 1 in the amounts and
years as follows :
40,000 in 1940 and 1941;
11,000 in 1942 to 1944, inclusive;
12,000 in 1945 to 1947, inclusive;
13,000 in 1948 and 1949; and
3,000 in 1950."
2. This Offer is made subject to the express condition that, if
the Federal Emergency Administrator of Public `works shall de terrine at
any time that the Applicant has paid or ag reed to pay, whether directly
or indirectly, a bonus, commission or fee to any Person, f irrr or cor-
poration for attempting to procure an approval of the Applicant' s anolica-
tion, or for alleged services in procuring or in attemptin_=; to procure
such approval, or for activities of the nature commonly known as lobby-
ing performed or ^._;reed to be performed in connection with the publica-
tion, then the Administrator shall have the ri;_ht, in his discretion,
to rescind this Offer and any agreements resulting herefro.~:t, and in the
event of such rescission, rt?he United States of America shall be under no
obligation hereunder.

2. That said City of Little Rock, Arkansas agrees to
abide by all the Terms and Conditions of said amendatory offer,
includin the Terms and Conditions annexed thereto and made a part
thereof.
3 . That the City Clerk be and he is hereby authorized and
directed forthwith to send to the Federal Emergency Administration of
Public Works three certified copies of the roceedin`os of the City
Council in connection with the adoption of this Resolution, settinM forth
this Resolution in full, and such further documents or -?roof s in connec-
tion with the a ceep tance of said amendatory offer as may be re ues ted by
