WHEREAS: The City Council of Little Rock, Arkansas, authorized the Board of Public Affairs to take bids on street cleaning equipment; and, WHEREAS: The Board of Public Affairs referred the matter back to the City Council, which referred same to the Street and Sanitation committees; and, r'YHE E S: On August 18, 1938, thirteen members of the City Council addressed a communication to the City Engineer, asking for comparative operating performance of and also asking for the last two street sweepers purchased by the city of r,ittl e Ra clOsubmm epmparative 'cos ac? iiteaptxsxma cleaning streets next year with mechanical sweepers, hand sweepers and flushing followed by hand sweeping; and., WHEREAS: The City Engineer has submitted the requested comparative report, speedometer which shows that the locally built Clean City Sweeper averaged 9,636/miles per year, including operating delays, within the 4 non-park street cleaning hours, as against 3,942 miles per year, same hours for the Elgin sweeper now used, and the report further that the Clean City sweeper, formerly used, swept 26,000 speedometer miles for 412,000, in round numbers as against 424,000 for same first 26,000 miles swept by the Elgin sweeper now used; and, WHEREAS: It now appears that the former Clean City sweeper saved this city about 420,000 on the 39,244 miles that it did before it was dismantled upon recommend- ation of the Board of Public Affairs because they reported it needed $75.00 to i10040 worth of repairs; and, WHEREAS: The aforesaid report from the City Engineer shows that the Elgjn sweeper now used needs about 41,800 worth of repair parts and repair labor to put it in good operating condition; mod* which Elgin sweeper is said to be a late model of the largest producer of street sweepers; and, WHEREAS: The aforesaid report from the City Engineer shows that on next year's proposed street cleaning program of sweeping 9,636 gutter miles in the 4 non- park street cleaning hours, the Clean City Sweeper should save the city, in round see bens, 46,000.00 over hand sweeping methods, 48,000.00 over Elgin sweeper method*nd $22,000.00 over flusher methods; and, WHERE..:: Anticipated shortage of fronds for the year 1939 makes it imperative that we plan in advance to assure the use of the most economical and modern for 1939; an WHEREAS: The Clean City Sweeper Company requires 60 days or more in which to mak delivery, in the tnterem of which, it now a;:pears that this city will continue to lose over $10.00 per day on the excessive operating cost of the Elgin sweeper; r r 2 NOW THEREFORE BE IT RESOLVED, By the Street 40111111111111MLand Budget Committees of the City Council, hereby ask the Board of Public Affairs to take immediate notice of the information herein set forth, migthawass. and further suggest that the Board of Public Affairs immediately take bids by phone, wire or otherwise by the speediest legal method of taking bide for street cleaning equipment, and that the said bid be taken on the basis operating seed, efficiency and economical operation over a period of years; and, BE IT FURTHER RESOLVED: That we suggest that the Board of Public Affairs use the following wording and factors in taking bids and awarding contract, viz: ----"Bids will be received at the office of the Mayor up to 11:00 A.M. November-Xi, 1938, for sufficient street cleaning equipment to sweep 9,636 miles per. year in the 4 non-park street cleaning hours, 2:00 to 6:00 A.M., including operating delays. Equipment to be of the Austin, Clean City and Elgin types, sweeping up to 9 ft. swath. A s evidence of sweeping speed and operating cost, bidders are requested to submit operating report from the City of Little Rock, Arkansas for 26,000 miles, or in lieu thereof to cite records of at least three cities in Arkansas and adjoining states, giving average operating speed, including delays, for approximately 3,000 speedometer miles taken after sweeper has swept a minimum of 20,000 miles, and to further cite itemized of total cost of sweeping largest available mileage record. ;slivery to be made on or after January 1, 1939. Cash and term bids are invited. Bidders should specify standard equipment included in each bid and may bid on any extra equipment such as operator's cab, bumpers, hydraulic leveling and dump, vacuum and air-biast,stc.
