1417 6--D a4 RESOLUTION NO. 1417 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1, That the City Clerk be and he is hereby instructed to publish in the Arkansas Democrat, a newspaper published in the City of Little Rock, and having a bona fide circulation therein, the following notice, which shall be published once a week until the day fixed for sale of bonds, the first publication to be at least twenty days before the date of said sale: Notice of Bond Sale Notice is hereby given that the Mayor and City Council of the City of Little Rock, Arkansas, at a meeting of the City Council to be held in Council Chambers at y o' clock P M. on the / I) day of _ mwyd17, 193$, will offer for sale for cash at public sale $15,000000 of bonds of said City, issued for the purpose of paying part of construction and equipment cost of and for the purchase of a Park to be used as a Negro Recreation Park; said bonds are dated February 1, 1937 , and maturing on August 1, in the amounts and years as follows: 1940 $1,000,00 1941 1,000.00 1942 1,00000 1943 1,000.00 1944 1,000.00 1945 1,000000 1946 1,500.00 1947 1,500000 1948 1,500000 1949 1,500.00 1950 1,500000 1951 1,500.00 Said bonds being negotiable general obligation bonds, bearing interest at the rate of four per cent. per annum, payable semi-annually. For the payment of said bonds a tax of .05 mills has been levied on all taxable property in the City of Little Rock for each of the years from 1937 to 1951, inclusive. Said bonds having been issued pursuant to an election duly held on the 26th day of January, 1937. The City will furnish the printed bonds and reserves the right to reject any or all bids. Section 2. It is ascertained and declared that by reason of the present economic conditions many citizens of the City are out of work, and the improvements herein provided would furnish work for a large number of persons and thereby add to the peace and happiness of the City; further, that the lack of a Negro Recreation Park endangers the peace, health and safety of the residents of said City. It is, therefore, declared that an emergency exists, that this resolution is necessary for the immediate preservation of the public peace, health and safety, and that this resolution shall take effect and be in force from and after its passage.
