lack of a Negro Recreation Park endangers the peace, health
and safety of the residents of said City. It is, therefore,
declared that an emergency exists, that this resolution is
necessary for the immediate preservation of the public peace,
health and safety, and that this resolution shall take effect
and be in force from and after its passage.
