1401 RESOLUTION NO. 1401
A RESOLUTION AUTHORIZING AND DIRECTING THE
BOARD OF PUBLIC AFFAIRS TO EMPLOY ARCHITECTS
AND ATTORNEYS FOR THE CONSTRUCTION AND EQUIP-
MEND OF MUNICIPAL AUDITORIUM AND ADDITION TO
CITY LIBRARY.
WHEREAS, the voters of the City of Little Rock have
by an election duly held , authorized the issuance of general
obligation bonds for the payment of part of the cost of the
construction and equipment of a municipal Auditorium and an
addition to the City Library; and
WHEREAS, the City of Little Rock has made an applica-
tion to the Public Works Administration for loans and grants
to pay the cost of said improvements, and it is contemplated
that the said Public Works Administration will make said loans
and grants; and
WHEREAS, it is necessary, in order to carry forth the
said improvements that the City of Little Rock employ archi-
tects and attorneys;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Little Rock;
Section to That the Board of Public Affairs of the
City of Little Rock is hereby authorized and directed to employ
as architects, Eugene John Stern and Wittenberg and Delony, to
draw the plans and specifications for and supervise the con-
struction and equipment of the municipal Auditorium, and that
the firm of Thompson, Ginocchio and Sanders be employed as
architects for the construction and equipment of the Addition
to City Library; and , that the firm of House Moses and Holmes
be employed as attorneys for both projects, and that the Board
of Public Affairs employ said architects and attorneys on such
terms as authorized by the Public Works Administration;
Section 2, That the lack of facilities for a
municipal Auditorium and an adequate Public Library endangers
the health and safety of the inhabitants of the City of Little
Rock; that by reason of the present conditions many citizens
are unemployed and the construction of said improvements would
provide work for a large number of men and thereby add to the
peace and happiness of the inhabitants of said City;
IT IS, THEREFORE, declared that an emergency exists,
that this resolution is necessary for the immediate preservation
of the public peace, health and safety and that this resolution
shall take effect and be in full force and effect from and after
its passage.
