WHEREAS, the City of Little Rock, Arkansas, acting through
its City Council, has heretofore concluded that it is to the public
interest to rebuild and repair the present sanitary sewer system,
construct intercepting lines and additional disposal facilities so as
to have a complete and workable sanitary sewer system for the City,
and with this in view has heretofore appointed a Sewer Committee, and
WHEREAS, the Sewer Committee has made some investigation and
employed Hugh R. Carter as engineer, and
WHEREAS, it appears that considerable expense will be involv-
ed in the preparation of the preliminary plans so as to make application
to the Public Works Administration for funds for completion of said
sewer project, and
WHEREAS, the Sewer Committee has made arrangements with the
said engineer on a contingent basis providing in substance that the
said engineer shall prepare the necessary preliminary plans and furnish
such information as may be required for application to the Public Works
Administration, and in the event the City Council should fail or refuse,
for any reason, to make said application, said engineer shall be
reimbursed for actual expenses incurred by him not exceeding the sum of

$6,000.00. Provided the City Council makes application /the Public Works
Administration or any other public agency for funds to enable the City
to construct a sewer system, and if for any reason the said agency re-
fuses to provide the necessary funds for construction of said project,
then neither the Sewer Committee nor the City of Little Rock shall be
obligated to the said engineer in any manner.
THEREFORE, BE IT RESOLVED by the City Council of the City of
Little Rock, Arkansas, that the arrangements made with the said engineer
by the Sewer Committee be, and the same are, in all respects, ratified,
confirmed and approved. Any blue prints, drawings, plans and'specifica-
tions made or accumulated by the Engineer shall be turned over to the
City of Little Rock.
