EREAS, Conjitions have thanked to such an extent that a care-

made in order that the City may receive the highest possible benefits
therefrom an:` at the say ;�e time that all tax payers may be charged .a

that such Committee is authorized to mace such a study and requested
to resort its findinEzs in such form as it may deem necessary to the
