Whereas, There have been presented to this council warrants of
the City of Little Rock, as follows:
Nos. 30969 to 30983, inclusive, drawn July 9, 1919, to Speer &
Dow, each for X1000.00, date of maturity July 9, 1920.
Nos. 31045 to 31053, inclusive, 31083, 31142, 31157 to 31159,
inclusive, 31173'to 31178, inclusive, and 31443 to 31451, inclusive,
drawn July 25, 1919, to Speer & Dow, each for y�1000.00, date of maturity
July 25, 1920.

reissue to R. G. Helbron, of Little Rock, Arkansas, but payable to
bearer; and,
►7hereas, this council has carefully investigated the validity
and the amount of the indebtedness for which each of said warrants was
issued; and,
. nereas, this council has ascertained that the said warrants are
the legal and binding obligations of the City of jittle Rock;
Now, Therefore, It is hereby ascertained and declared that said
warrants are valid and existing obligations of said city, and therefore:

Section 1. That said warrants, hereinbefore described, shall be
filed with the City Clerk and by him plainly canceled by Derforation and
Kept in his file, and that in lieu thereof the City of Little Rock, by
its Mayor and City Clerk, as President and Clerk of the City Council,

the amount of �,44,000.00 in renewe.l t'r_ereof. Said warrants shell be
made payable to the bearer at the Union Trust ComlDan:y, in the City of
Chicago, Illinois, one year after date, and they shall have all the
attributes of negotiable paper and shall be in the denomination of One
"Thousand Dollars (11,000.00) each.
Section 2. Said warrants shall be in the following form-

On the day of July, 1921, the treasurer of the City of
Little Rock, in the State of txkansas, will pay to bearer, at the
Union Trust Company in the City of Chicago, the sum of One Thousand Dol-
lars, in lawful money of the United States, out of any money in his hands
belonging to the general fund.
This warrant is issued to fund another warrant of said city
which has been presented to the City Council of the said City of Little
ock by the holder thereof, e{nd reis,suance thereof requested in pursuance
of the provisions of pct 23o. 383 of the General Lssembly of the State of
,Lrkansas for the year 1917, entitled "gin act authorizing cities in ,.,rk-
ansas having

of 40,000
or over, to
refund

rants", the
said warrant
in lieu of
which this
warrant
is issued having
been carefully investigated by the City Council of the said city, and
it l vin _T ascertained and declared the validity and amount of the in-
debtedness due upon the warrant in lieu of which this warrant is issued,
and the warrant in lieu of which this warrant is issued has been filed
with the City Cleric and by him plainly canceled by perforation and kept
in his files; and it is hereby recited anc covenanted oath the holder of
this warrant that this warrant has been duly issued in accordance with the
act aforesaid, and that all thin:•s required to be done by the terms of
said act have been done as therein req,.Ared, Gnd that the ordir:ance order-

ing the issue of this warr�:nt has the force and effect of a ju8_; :,ment,
establishing the validity of the claim for which this warrant is issued,
and that this warrant evidences a valid indebtedness of the City of
Little RocK for the amount thereof, and that it is not open to question
at lain or in equity; and to the oaymen.t of this warrant the full faith,
credit and resources of said city are irrevocably pledged.
