27914 , ORDINANCE NO. gi An Ordinance for the Re -Issue of Warrants Numbered 32261 to 32267, Inclusive, 32278 to 32297, Inclusive, 32306 to 32442, Inclusive, and 32448 to 32560, Inclusive. Whereas, There have been presented to this council warrants of the City of Little Rock, as follows: Warrants numbered 32261 to 32267, inclusive, 32278 to 32297, inclusive, 32306 to 32442, inclusive, and 32448 to 32560, inclusive; all of said warrants drawn upon March 25, 1920, in favor of R. G. Helbron, of little Rock, Arkansas, each warrant being for the sum of One Thousand Dollars (1000.00), and all of said war- rants maturing Larch 25, 1921; and, Whereas, the holders of said warrants have requested their reissue to R. G. Helbron, of Little Rock, Arkansas, but payable to bearer; and, Whereas, this council has carefully investigated the validity and the amount of the indebtedness for which each'of said warrants was issued; and, Whereas, this council has ascertained that the said war• rants are the legal and binding obligations of the City of Little Rock; Now, Therefore, It is hereby ascertained and declared that said warrants are valid and existing obligations of said cit` and theref ore: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK: Section 1. That said warrants, hereinbefore described, shall be filed with the city clerk and by him plainly canceled by perforation and kept in his file, and that in lieu thereof the r amity of Little =,ock, by its mayor and city clerk, as president and clerk of the city council, issue to the said r:. This warrant is issued to fund other warrants of said city which have been presented to the city council of the said City of Little Rock by the holder thereof, and reissuance thereof recuested in pursuance of the provisions of Act No. 383 of the General Assembly of the State of Arkansas for the year 1917, entitled "An act authorizing cities in Arkansas having a population of 40,000 or over, to refund their city warrants," the said war- rants in lieu of which this warrant is issued having been careful- ly investigated by the city council of the said city, and it having ascertained and declared the validity and amount of the indebtedness due upon the warrants in lieu of which this warrant 0 * . , . Tljq� 4, , is issued, and the warrant,_in lieu of which this warrant is is- sued ha�`L,been filed with the city clerk and by him plainly can- celed by perforation and kept in his files; and it is hereby re- cited and covenanted with the holder of this warrant that this warrant has been duly issued in accordance with the act aforesaid and that all things required to be done by the terms of said act have been done as therein require., and that the ordinance order- ing the issue of this warrant has the force and effect of a judg- ment, establishing the validity of the claim for which this war- rant is issued, and that this warrant evidences a valid indebted- ness of the City of Little Rock for the amount thereof, and that it is not open to question at law or in equity, and to the pay- ment of this warrant the full faith, credit and resources of said city are irrevocably pledged. In Witness Whereof, the City of Little Rock has executed this warrant under the hand of its mayor and caused the same to be attested by its corporate seal and the signature of its clerk„ on this 25th day of March, 1921.
