2797ORDINANCE ; NO. 27W • An Ordinance for the Re -Issue of Warrant Numbered 32268. Whereas, There has been presented to this council warrant of the City of Little Rock numbered 32268, drawn upon 11arch 25, 1920, in favor of R. G. Helbron, of Little Rock, Arkansas, being for the sum of One Thousand Dollars ($1000.00), maturing March 25, 1921; and, Whereas, the holder of said warrant has requested its reissue to R. G. Helbron, of Little Rock, Arkansas, but payable to bearer; and, Vlhereas, this council has carefully investigated the validity and the amount of the indebtedness for which said warrant was is- sued; and, Whereas, this council has ascertained that the said. warrant is the legal and binding obligation of the City of Little Rock; Now, Therefore, It is hereby ascertained and declared that a said warrant is /valid and existing obligation of said city, and, therefore: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK: Section 1. That said warrant, hereinbefore described, shall be filed with the city clerk and by him plainly canceled by perfora- tion and kept in his file, and that in lieu thereof the City of Little Rock, by its mayor and city clerk, as president and clerk of the city council, issue to the said R. G. Helbron warrant of the City of Little Rock to the amount of x1,000.00 in renewal thereof. Said warrant shall be made payable to the bearer at the Union Trust Company, in the City of Chicago, Illinois, one year after date, and it shall have all the attributes of negotiable paper and shall be in the denomination of One Thousand Dollars ($1000.00). IV Section 2. Said warrant shall be in the following form: STATE OF ARKANSAS CITY OF LITTLE ROCS: No. $1000.00 On the 25th day of I. arch, 1922, the treasurer of the City of Little Rock, in the State of Arkansas, will pay to bearer at the Union Trust Company, in the City of Chicago, Illinois, the sum of One Thousand Dollars in lawful money of the United States, out of any, money in his hands belonging to the general fund. This warrant is issued to fund another warrant of said. city which has been presented to the city council of the said City of Little Rock by the holder thereof, and reissuance thereof requested in pursu- ance of the provisions of Act No. 383 of the General Assembly of the State of Arkansas for the year 1917, entitled "An act authorizing cit- ies in Arkansas having a population of 40,000 or over, to refund their city warrants," the said warrant in lieu of which this warrant is is- sued having been carefully investigated by the city council of the said city, and it having ascertained and declared_ the validity and amount of the indebtedness due upon the warrant in lieu of which this warrant is issued, and the warrant in lieu of which this warrant is issued has been filed with the city clerk and by him plainly canceled by perfora- tion and kept in his files; and it is hereby recited and covenanted with the holder of this warrant that this warrant has been duly issued in accordance with the act aforesaid, and that all things required_ to be done by the terms of said act have been done as therein required, and. that the ordinance ordering the issue of this warrant has the force and effect of a judgment, establishing the validity of the claim for which this warrant is issued, and that this warrant evidences a valid in- debtedness of the City of Little Rock for the amount thereof, and that it is not open to question at law or in equity, and to the payment of a7N7 M this warrant the full faith, credit and resources of said city are irrevocably pledged. In fitness Whereof, the City of Little Rock has executed this warrant under the hand of its mayor and caused the same to be attested by its corporate seal and the signature of its clerk on this 25th day of T�iarch, 19 21.
