ORDINANCE NO. 2324.
f AN ORDINANCE FOR TIT, RE -ISSUE OF WARRANTS NUMBERED 33116 to
33120 INCLUSIVE AND WARRANT NUMBERED 33570.
Whereas, There have been presented to this council
'Warrants of the City of Little Rock, as follows:
Warrants numbered 33116 to 33120 inclusive and warrant
numbered 33570, all of said warrants drawn upon July 9th, 1920
in favor of R. G. Helbron, of Little Rock, Arkansas, each being
for the sum of One Thousand Dollars ($1000.00), and all of said
warrants maturing July 9th, 1921; and,
Whereas, the holders of said warrants have requested
their reissue to R. G. Helbron, of Little Rock, Arkansas, but
payable to bearer; and,
Whereas, this council has carefully investigated the
validity and th.e amount of the indebtedness for which each of
said warrants was issued; and,
Whereas, this council has ascertained that the said
warrants are the legal and binding obligations of the City of
Little Rock;
Now, Therefore, It is hereby ascertained and declared
that said warrants are valid and existing obligations of said
city, and, therefore:
BE IT ORDAINED BY THE CITY COUNCIL OF TI---,E CITY OF LIT LE ROCK:
Section 1. That said warrants, herein before described,
shall be filed with the city clerk and by him plainly canceled
by perforation and kept in his file, and tY.at in lieu thereof
the City of Little Rock, by its mayor and city clerk, as president
and clerk of the city council issue to the said R. G. Helbron
warrants of the City of Little Rock to t1--e amount of $6000.00
in renewal thereof. Said warrants shall be made payable to the
bearer at the Union Trust Company, in the City of Chicago, I11.,
March 25th, 1922, and they shall have all the attributes of ne-
gotiable paper, and said warrants shall be in the denomination
of $1000.00 each.
Section 2. Said warrants shall be in the following
form:

On the 25th day of March, 1922, the treasurer of the City
of Little Rock, in the State of Arkansas, will pay to bearer at the
'Union Trust Company, in the City of Chicago, Illinois, the sun of
One Thousand Dollars in lawful money of the UniT,ed States, out
of any money in his hands belonging to the general fund..
This warrant is issued to fund another warrant of said
city which has been presented to the city council of the said City
of Little Rock by the holder there eland reissuance thereof re-
quested in pursuance of the provision of Act No. 383 of the General
Assembly of the State of Arkansas for the year 1917, entitled "An
act authorising cities in Arkansas having a population of 40,000 or
over, to refund their city warrants," the said warrants in lieu of
which this warrant is issued having been carefully investigated bv-
the city:-,council of said city, and it having ascertained and de-
clared the validity and Amount of tre indebtedness due uron the
warrant in lieu of which this warrant is issued, and the warrant
in lieu of which this warrant is issued been filed with the city
clerk and by him plainly canceled by perforation and kept in his
files; and it is hereby recited and covencnted with tie holder
of this warrant that this warrant has been duly issued in accord-
ance with the act aforesaid, and that all things required to be
done by the terms of said act have been done as therein required,
and that the ordinance ordering the issue of this warrant has
the force and effect of judgment, establist,ing the validity of the
claim for which this warrant Is issued, and that this warrant evi-
dences a valid indebtedness of the City of Little Rock for the
amount thereof, and that it is not open to question at law or in
equity, and to the payment of this warrant the full faith, credit
and resources of said cite are irrevocably pledged.
In Witness Whereof, the City of Little Rock has executed
this warrant under the hand of its mayor and caused the same to be
attested by its corporate seal and tae signature of its clerk on
