2847e r � ORDINANCE NO. 2847 . An Ordinance for the Better Safety of the Citizens of Little Roca, To Create a Board of Examiners of Motor Vehicle Headlights, To Prevent the Use of Lights and Lenses not Approved by said Board, Providing a Penalty for Violation Hereof, and for other purposes. BE IT ORDAIIMD BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK: Section 1. A Board of Examiners of head and other lights and lenses used upon or in connection with motor vehicles of every description, is hereby created and shall consist of the Chief Electrician of the City of Little Rock, as Chairman, the Chief of the ''ire Department, and the Chief of the Police Depart- ment. Section 2. The duties of said board shall be to examine, inspect, test and pass upon all headlights and other lights used upon automobiles, trucks, motorcycles, and motor vehicles of every' description, and to approve or disapprove the use of such lights or lenses within the limits of the City of Little Rock, and such examination, inspection and test shall be for the purpose of pre- venting the use of, and said board shall disapprove, all lights or lenses which throw a blinding ray, or which, on account of their brilliance, make travel or traffic upon the streets, alleys, high - ways, or in the public places in the City of Little Rock, unsafe. Section 3. Said board shall file with the Police Depart- ment of the City of Little Rock a certificate of approval of such lights and lenses as comply with this ordinance. Section 4. Such forms, makes and manner of lights and lenses as shall be approved by said board, and such rules and regulations in regard to their use in the City of Little Rock, shall be reported to the City Council, to be approved or disap- proved immediately after such approval or the promulgation of : S ,N AV such rules or regulations by said Board of Examiners. Section 5. Any person, firm or corporation owning, using or driving any automobile, truck, motorcycle, or motor vehicle of any kind, upon the streets, alleys, highways, or in the public places of the City of Little Rock, with lights or lenses not ap- proved by said Board of Examiners,-or which shall cast blinding rays, or which, on account of their brilliance, shall make travel or traffic upon the streets, alleys, highway, or in the public places, of this city, unsafe, or which shall violate any of the rules or regulations promulgated by said Board of Examiners, shall be deemed guilty of a misdemeanor and upon conviction fined in any sum not less than $5.00 nor more than `25.00.. Section 6. All ordinances and parts of ordinances in con- flict herewith are hereby repealed, and this ordinance shall be in full force and effect from and after its passage; provided that no act, rules or regulations of said Board of Examiners shall be- come effective until the expiration of thirty days after the date of the passage of this ordinance.
