AN ORDINANCE LEVYING A SPECIAL TAX UPON AUTO10HILES, TO BE USED EXCLUSIVk,:LY IN THE CONSTRUCTION, REPAIR AND MAINTENANCE OF THE STREETS, ALLEYS ADD P +.JBLIC WAYS OF THE CITY OF LITTLE ROCK, A h) FOR OTHER. PURPOSES. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK; Section 1. Every resident of the City of Little Rook keeping and using an automobile, locomobile, or motor driven truck in the City of Little Rock shall, within ten days after he becomes the owner of such vehicle, file in the office of the City Collector of the City of Little Rock an application, properly sworn to, setting forth his name and address, with a brief description of the vehicle to be registered, including the name of the make, factory number, style of vehicle and motor power, upon a blank to be furnished by such collector, and shall accompany his application with a registration fee of Five Dollars (45.00), which shall be a tax for the privilege of keeping and using said motor vehicle in the City of Little Roc'_. Section 2. Upon the filing of said applica- tion in the office of the City Collector, it shall be the duty of said collector, or his duly authorized deputy, without further fees, to issue to the owner of such motor vehicle as is described in the application filed a certificate of registration, which certificate shall be in the form of a card, which may be carried in the pocket and which shall contain a distinctive number, which shall be assigned to such motor vehicle 'by said Page 2 — Copy of Ordinance No. 2939. collector shall also issue and deliver to the owner of such motor vehicle two Aietal plates, bearinu the number assigned to such motor vehicle, together -with the words "Little Rock", neither said letters nor numbers to be less than two inches in height. And it shell be the duty of s.wch owner to conspicuously display said plates upon the front and back of such motor vehicle whenever the same shall be driven or used upon the public streets, alleys or public ways of this City. Section 3. The City Collector shall cause the name of such owner, with his address, registration nwAber, date of filing of the ap ?lication, and description of such motor vehicle, to be entered both in alphabetical and numerical order in a book to be kept ir1 his office as a permanent record. Section 4. Said tax shall be payable annually on the first day of :may, 1919, and the first day of Iay each year thereafter. Section 5. It shall be unlawful for any automobile, locomobile, or :rotor driven truck to be operated upon the streets, alleys or public ways of this City, after this ordinance shall take effect, which shall display thereon a Little Rock number be lon,;ing to any other vehicle or a fictitious registration number. Section 6. Any person, corporation, or concern '_peeping or using a motor vehicle of the kind herein named in the City of Little Rock without registering; the same, as herein provided, or driving the same upon the public streets, alleys or ways of this City, or otherwise violating any of the pro- visions of this ordinance, shall be deemed guilty of a misdemeanor and upon conviction in the i1unicipa1 Court shall be Page 3 — Copy of Ordinance 11o. 2939. fined in any sum not less than Five nor more than Twenty —five Dollars. Section 7. The revenue derived from the collection of said tax shall be placed and kept in a separate fund and shall be used exclusively in the construction, repair and maintenance of the streets, alleys or public ways of this City, and any officer who shall willfully and knowingly partici- page in the expending of any of said fund f'or any other purpose shall be uilty of a misdemeanor and upon conviction thereof in the Municipal Court shall be punished by a fine of not less than Five riundred nor more than one Thousand Dollars for each offense. Section 8. All ordinances and parts of ordi- nances in conflict here.-­ith are hereby repealed and this ordinance being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared, and this ordinance shall take effect and be in force from and after its passage.
