ORDINANCE NO. 3169.
An Ordinance Prohib._uing In the City Of Little Rock
The Holding Or Exhibiting Of Any Show, Circus, Parade,
Caravan, menagerie Or Other Exhibition Of Like Nature,
During Certain Portion; Of Each Year,

Rock, Arkansas:
Sec,1.. During that period of tii.e in each year begin-
ring three weeks rrior to t'- e first day of the time during which the
annual Fair of the State Fair Association of Arkansas shall be held
and ending ten days after the last day of the time Burin; which said
Fair shall be held in said year, no person, firrl, association or
corporation shall hold, give, carry on or exhibit, or assist in
holding, giving, carrying on or exhibiting,within the limits of the
City of Little Rock, Arkansas, any circus, menagerie or show or other
public exhibit or perfor.-.iance in the nature of a circus, or any
circus parade, menagerie parade or show parade; provided, that this
Ordinance shall not be construed to apply to theaters, opera houses,
vaudeville houses or moving_ picture theaters regularly condu ^ted in
or under roofed and enclosed structures under license from the City
of Little Rock.
Sec. 2, During that perio'L of ti -e in each year begin-

firm, association or corporation to erect or r_,_aintain any building,
shed, stand, counter, tent car other erection or structure of any
kind or character whatsoever to b-3 used for the purpose of selling,
vending, distributing or otherwise dispensing any goods, wares,
merchandise or noveltiea2 or any soft drinks or other refresh,;:ents,
within the limits of:, in or upon any public st -met, avenue, sidewalk

or alley within the limits of.tne City of Little Rock.

Sec.3. During that p.--riod of time in each year begin-
ning -hree weeks prior to th- first day of the time durinp� ,�rhich the
annual F- "ir of the State Fair Association of Arkansas shall be held
and ending ten days after the last day of the time during which said
Fair shall be held in said year, it shall be unlawful for any person,
fire, association or corporation to Nell, vend, distribute or other-
wise dispense any goods, wares, ;_.erchanf.,ise cr novelties, or any soft
drinks or other refreshments,-xitbin the limits of, in or upon any public
street, avenue, alley or sidewalk within the limits of the City of
Little Rock.
Sec.4. Any person or person:,, violating any of the pro-
vision:; of this Ordinance shall be guilty of a misdemeanor and, upon
conviction t ,,ereof, shall be fined not less than Tv.,3nty -five lollars
(`x,25.00) nor more than One Hundred Dollars 0100. �0), or be im_
prisone d not lees than three (3) days nor more than ten (1 '-) jays,
or both, for each offense. Each day during ahich any of the pro-
visions of this Ordinance shall be violated shall be deer::ed a
separate offense.
Sec.
5. This Ordinance being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is hereby declared and this Ordinance shell take effect and be in
force fror11 and after its pa, »age and approval.
