34174 } ri ORDINANCE NO. 3417 AN ORDINANCE ASSESSING V_,LUE OF THE BENEFITS TO BE RE CE IVF,L BY THE OWNERS OF EACH OF THE SEVrER!�.L BLOCKS, LOTS AND -PAR(J"` LS OF LAND WITHIN THE I "MUE STREET ANNEX TO STREET IMPROVEMENT DISTi?ICT NO. 315 OF THE ;ITY OF LITTLE ROC:, ATP TrAVQAC TIEBEAS, a majority of the owner, of real property adjoin- ing the locality t:) be affected and situated within the Rolfe Street Annex to Street Improvement District No. 315 of the City of Little Mock, Arkansas, said ;property beinp, described as fol- lows: The real property embraced within the following described boundaries or lines: BEGINNIdG at a point on the South line of West Seventh Street, 1-0 feet East of the East line of Wolfe Street; Thence South and parallel to the East line of Wolfe Street to the North line of V'Iright Avenue; Thence rleet along the North line of Wright Ave- nue to a poizit 150 feet V,,!est of the West line of Wolfe Street; Thence North parellel to the Vest line of Wolfe Street to the South line of Vest Seventh Street; Thence East along the South line of l",est Seventh Street to the point of beginning, City of Little Bock, Pulasr-.i County, Arkansas. organized and annexed for the purpose of making local improvements therein by doing the necessary grading, draining, curbing, gut- tering and paving with sheet asphf:lt, warrenite- bitulithic or brick, and in the manner that the commissioners of said Street Im- provement District No. 315 :hall deem to be for the best interests of the territory annexed, on Volfe Street from the South line of West Seventh Street to the North line of !`right Avenue, have petitioned the city council of Little Rock for the construction of said improvement and that he cost thereof shall Le assessed upon the real property within said annexed territory accordi4, to the benefits received; WHEREAS, said benefits received by each and every block, lot and parcel of real property Situated within said annexed territory equals or excee.6s the lei-al assessment thereon; WHEREAS, the estimated cost of said improvement, exclusive of interest, is 71,333.57, which, together with the estimated cost of the improvement in Street Improvement District No. 315 is less than forty per cent (40 %) of the value of the real property in said dis- -2- triet No. 315, and the annexed territory combined, as shown by the last county assessment; and is less than forty per cent (40%) of the value )f the real property in said annexed territory, as shown by the last county assessment; THEAEFOFE, IT IS T�OV, ORD,:INED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCY, ARKANSAS: Section 1. That the said several blocks, lots and parcele of real property within said Wolfe Street Annexed territory to Street Improvement District No. 315, be, and they are hereby assessed ac- cordinp to the assessment list for said Wolfe Street Annex to said Improvement District, as the same now remain:, in the office of the city clerk of the City of Tittle Hock, and as the came may be an- nually readjusted by the Board of As essoro, and that ten (10%) per centum of said assessment of the value of benefits of each of said blocks, lots and parcels of land, shall be paid on or before the 5th day of March, 1924, and that nine (9jo) per centum of said a,-2- sessment of v€olue of benefits of each of sair blocks, lots and parcels of land shall be paid annually thereafter for the next suc- ceeding nine years, on or before the 5th � ay of March of each year, v until a total of ninety -one (910) per centum of said assessment shz:ll have been plid.
