V,hereas, the majority in value of the property
holders owning property adjoining the locality to be affected
and situated in street Improvement District No. 391 of the
City of Little _loch, Arkansas, organized for the purpose of
making local improvements therein by grading, draining, curbing,
guttering and paving in such manner and with such materials as
the corffnissioners of said district shall determine to be for
the best interests of the district, have petitioned the City
Council of" the City of Little ock, Arkansas, for the con -
struction of said improvements and that the cost thereof shall
be assessed upon the real property of said district according
to the benefits received; and
r 4hereas, said benefits received by each and every
block, lot and parcel of real property situated in said district
equals or exceeds the local assessment thereon; and
`,.hereas, the estimated cost of said improvements
is aixteen Thousand Oneundred aeventy -two (•; ?16,172.00) Dollars;

:section 1. That said several blocks, lots and
parcels of real property in said. itreet improvement District
No. 391 be and they are hereby assessed according to the assess-
ment list for said street Improvement District l.o. 391 as the same
now remains in the office of the city clerk of Little Rock,
Arkansas, and that eight and one -third per centum on each of the
