follows: "All vehicles parking on Capitol Avenue between Rock
and Broadway Streets shall be parked at an angle of 45 degrees
to the curb, facing a southeasterly direction on-the south side
of the street, and in a northwester17 direction on the north
side of the street. It shall be unlawful to park any vehicle on
Capitol Avenue between Rock and Broadway Streets except in the
