That upon the failure Or refusal of any of said owners of said nro- perty to comply with the provisicns of this or inance in reference to buil,ling, maintain- ing or repairing of sidevsl'.s in the manner and time herein prescribed, the Board of Public Affairs may contract with some suitable person for the construction or repair of said sidewalks in the manner as set out in Ordinancd No. 1003, passed Jun 25, 1903; that said Ordinance No. 1003 is hereby so amended as to include therein the territory herein described and for that rnir -,o se all of its provisions that are not in conflict or incon- sistent v!ith the provisions of this ordinance are hereby made and declared anplicable to the territory described herein. SECTION 5. That in addition to the civil proceedings provided for herein any ovnier of property abutting on the above street between the points named. who shall "fail or refuse to comply z;ith the provisions of this ordinance shall be deemed. guilty of a mis- demeanor �.nd, upon conviction in municipal court shall be fined in thessum of "25.00 and each day that such failure or refusal is continued shall constitute a separate offense and shall be punished by a fine of :x;15.00 per day such offense is continued.
