S:CTION 1. That Rule 35 of Section 290 of Hale vs Digest of City
Or . inanoes and Resolutions be and the same is hereby amended by striking
of the first paragraph and inserting therein the following;
Standing Committees of the common council shall be appointed by

zs,&CTION 2. Paragraph 3 of Rule 35 of said section be and the
same is hereby amended to read n:s follows:
The Committee on Streets shall have regular meetings at the City
Fall on the call of the chairmn. At all regular meetings of the
committee three shall constitute a luorum. The Cornrittee on Streets
shall exercise a general supervision over the street deoartmert and
over the streets and alleys of the city, shall investigate QxI report
upon 311 petitions presented to the city council pertaining to streets

SECTION 3. That paragraph 4 of Rule 35 of said section be and the same is
hereby amended to .read as follows:
At all meetings of the Police Committee three shall constitute a quorum.
The Police Committee shall exercise a general supervision over the Police
and Detective Departments; shall pass upon all applications for positions on
said departments that shall have been recommended by the Chief of Police or
the Mayor; shall investigate and report upon all matters presented to them or
the council in connection with said departments; shall prepare such rules
for the general regulation and government of these departments as they shall
deem necessary, same to be subject to the approval of the Qity Council; examine
and report upon all bills and pay rolls of said departments and the city jail,
and shall perform such other duties as may devolve upon, or be referred to them
ty the City Council.
SECTION 4. That Rule 35 shall be amended by inserting the following -paragraphs
after the eighteenth paragraph:
The @ommittee on Charities shall exercise general supervision over any
part the city may take in reference to matters of charity or in co- operating
with charitable institutions.
The Committee on Civic Affairs shall have general supervision over matters of
aft civic mature, and shall report to the council for its action and approval
such matters as they deem for the best interest of the city from a civic stand-
point. The Committee shall consider petitions for and protests against the
building of business buildings within resident districts of the city, and after
a hearing shall report to the council its findings.
SECTIOIT 5. All or,'inances or parts of ordinances in conflict herewith are hereby
repealed.
