4785f i 0 t WHEREAS, due to a shrinkage in the anticipated revenues of the City of Little-Rock from $8350.00 to $794,000.00, it has become necessary to adopt measures of retrenchmant in order to hold tine city's 1930 expenditures within her total revenues in accordance with the mandates of the constitu- tion of the State of Arkansas; and ,;WHEREAS, as a part of the program of retrenchment necessary to be adopted it has heretofore been tentatively decided to give each member of the police force and each member of the fire d�ep�. tment approximutely a half month's vacation out of each month for ttie p riod September 15th to and including December 31st; and WHEREAS, it is and has been realized that it is highly desirable at all times to maintain each of the said depart -meats at full strength and at its highest degree of efiency for the full and satisfactory protection of the people and their property; and WHEREAS, the program of retrenchment above referred to would ef- feet a saving as to the police department for the period mentioned of $4,550.00 and as to the fire department of i�4,375.00, or a total of $8,925.00, but ;would seriously embarrass each of the said �departme�ts irk the erfor.mance Avg A CIO b r i V-_ A y r Le Is o !-ate e d c� Scof its functions and �J .' ,,HEREiiS,, there remained on September lot a balance on hand in the so- called '"parks- fund of $22,664.51, and will remain after the payment of certain small bills and the performance of certain work in Fair Park which is now under contract, a balance of approximately ', 17,000.00; and �IiERa�AS, the said moneys viere set aside by the Council for the purpose of doing desired and necessary work in connection L ith the parks system of the City of Little Rock, a great deal of which desirable ?,pork has already been accomplished; and ,']d i AS, the said funds in reality and as a matter of law belong to the general revenue fund of the city and receipts from similar sources under past administrations have always been so considered; and ;liE i�i,.S, there is no immediate demand for any expensive parks improvement which is comparably desirable or necessary to the maintenance tmoo," of the status quo in the police and fire departments as above suggested; no, tj.aEw e n TT., 9Q '' by �he City Coudil of the City of Little Rock aat there be and hereby is transferred from the said parks fund to the general 4 fund the sum of Z931 000.00 which shall be repaid . c1- . during the year if possible, and that the said funds so transferred be f used to relieve the police and fire departments of the tentative orders for retrenchment heretofore given -them, which said orders are hereby rescinded and the chief of each of the said departments is hereby instructed to main- tain his department at the strength existing before the said retrenchment orders were given, and that no lay -offs of } _'Ic� , Passed; September 22, 1930.
