AN ORDINANCE AUTHORIZING AND DIRECTING THE A'AYOR AND CITY
CLERK TO EXECUTE A LEASE UPON A CERTAIN PORTION OF FAIR PARK TO R.A.
COOK AND FRED I. BROWN AS TRUSTEES AND FOR OTHER PURPOSES.
7MEREAS,The Southern Association of Baseball Clubs, commonly
known as the Southern League, has, for the past several years played
exhibition ball games in the city of Little Rock; and,
'WHEREAS, in the year 1930, the franchise in said League was
about to be cancelled because there was no playing ground available; and,
':WHEREAS, Fred I Brown and R.A.Cook, and their associates,
succeeded in arranging with the Little Rock School Board for a con-
tinuation of the use of Kavanaugh Field for the season of 1931; and
WHEREASO after the expiration of 1931, unless a park is
provided, Little Rock wili lose its franchise, which will prevent
any ball games of the Southern League being played in Little Rock, and
77HEREAS, it is to the interest and advantage of the city
of Little Rock and citizens generally to provide a place so that the
franchise in the Southern Association will be retained for the use and
benefit of the city of Little Rock; and
1'HEREAS, the city of Little Rock now owns the Fair Park
which is devoted to exposition and recreational purposes; and
WHEREAS, Fred I Brown and R.A.Cook and others, have acquired
the Little Rock franchise from the Southern Association and have made
plans for the erection of a grand stand and the proper enclosures on
lands now a part of the Fair Park, and to the end that Little Rock
may remain in the Southern League and the city of Little Rock benefit
by the ball games to be played by said League in said city;
THEREFOR BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK:
Section 1. That the Mayor and City Clerk are hereby authorized
and directed to execute a, lease by and between the City of Little
Rock as Lessor and Fred I Brown and R.A.Cook as trustees upon a portion
of Fair Park described as follows:

Beginning at the southeast corner of the
Fair Park, which said park lies west of the City
of Little Rock, for beginning point; run thence
west 225 feet, thence north 550 feet, thence
east 225 feet, thence south 550 feet to point
of beginning.
Section 2. That said lease shall be executed for a term
of T e (65) years at an annual rental of One ($1.00)
Dollar per year.
Section 3. This ordinance shall be in force and take effect
from and after the date of its passage.

Horace A. Knowlton presiding, and the following Aldermen present:
Messrs. Connor, King, Tuohey, Leiser, �Iu swick, Wassell, Winder,
Adkins, Lange, Shoffner, Duttlinger, Adams, Baird, Fisher,
Gladden, and Griffin, total — 16; absent Alderman Turner and
Mrs. C.C. Conner, total two.

There was then presented Ordinance No. 4856 entitled:

PURPOSES.
Following the reeding of which ordinance Alderman Leiser moved
that the lease agreement be read, which motion was seconded by
Alderman Tinder. Alderman Connor objected to the lease in its
present form. Alderman V.,assell moved that both ordinance and
lease be referred to the Finance Committee, seconded by Alderman
Connor. Alderman Griffin suggested that the ordinance be gassed
and the lease agreement entered into at once. Alderman
Duttlin�ler concurred in Alderman Griffin's remarks. Alderman
Connor still objected to the Lease in its present form.
Alderman Leiser moved that the courtesy of the floor be extended
Mr. Grady Fanning, an officer of the Little Rock Baseball
Association, who urged immediate action on the part of the
Council. 1 -1r. Leiser made appropriate remarks as to the ball
team being advertisement to the City. Alderman Connor still
objects to the wording of the lease by reason of the long; term.

Alderman Winder, Griffin, Shoffner, Wassell, and Leiser all
seemed now to favor immediate action on the part of the Council.
Alderman Tuohey asked that :fir. Fred I. Brown be extended the
courtesy of the floor, which was granted, who asked that
immediate action be taken in line with the remarks of Mr. Manning
Alderman Wassell at this time withdrew his motion to refer to
Finance Committee and asked that Alderman Connor withdraw his
second to Mr. Wassell's motion, which Alderman Connor agreed to
and withdrew his second to -the motion. Alderman ?rassell moved,
which motion was seconded by Alderman Duttlinger, that Mr. J.N.
Heiskell, Chairman of the City Planning Commission be allowed the
courtesy of the floor that he might express himself in regard
to the matter nova before the Council. Mr. Heiskell's remarks
summed up in brief was that the action if favorable would result
in the ruination of the Fair Park as a park which it would
become in the right near future, that the driveways in the park
would be blockaded by vehicles of parties attending the ball
games and that the architectural beauty of the park would be
destroyed by the Presence of d grandstand and a high board fenee,i
and his recommendation was that the ordinance be not nassed or
the lease agreement entered into. Alderman Leiser and Shoffner
commented further on the advertising advantages of the ball
team. Alderman King; moved that the ordinance be placed on its
second reading, seconded by Alderman IJuswick, which was done.
Alderman Tuohey moved that it be placed on third reading, which
was done. Chairman ordered the roll call, the result being as
follows: Ayes — Connor, King, Tuohey, Leiser, Muswick, Wassell,
Zinser, Adkins, Lange, Shoffner, Duttlinger, .Adams, Baird, Fisher,
Gladden, Griffin, total — 16; does — none; Absent and not vot-
ing - 'i'urner and Mrs. C.C. Conner, total - 2. Whereupon, the
Chairman declared the ordinance passed.
