Whenever the amounts that may be paid to the City Collector for
the privilege of forming connection with the said se.,er shall aggregate an

rate of 10% per annum from the respective dates of such expenditures,
the privilege hereby granted to said Travelers Building & Loan Associa-
tion and Roy Bale, their successors and assigns, shall then and there-
upon cease, and the said Sewer shall then and thereupon become the pro-
perty of the City of Little Rock, and subject to the control of the
City Council thereof.
Provided, that said Travelers Building & Loan Association,
and Roy bale, their successors and assigns, shall within 1Q.- days
from --he da'-e hereof, file with the City CI_erk of the City of Little
Rock, an itemized statement of '-tire cost of the construction of said
Sewer, and shall keep a true and accurate record of all expenses in-
curred in the maintenance of said sewer and also of all amounts re-
ceived for the privilege of connecting therewith as ?ferein provided,
and shall render to the City Council a statement thereof whenever re-
quired by resolution of the City Council, or by the Superintendent of
