4884ORDINANCE NO. d V An ordinance amending ordinance No. 3930 assessing benefits to the lands of Sewer Improvement District No. 102, passed July 13, 1925, so as to increase the amount of tax levied for the year 1931.'' Be It Ordained By the City Coundil of the City of Little Rock, Arkansas. Section 1. That Section One of Ordinance No. 3830 passed July 13, 1925, being entitled "An Ordinance Assessing The Value Of Benefits To Be Received By The Owners Of Pach Of The Several Lots, Blocks And Parcels Of Land Within Sewer Improvement District No. 102 Of The City Of Little Rock, Ark- ansas", be and the same is hereby amended so as to read as follows: "Section 1. That said several blocks, lots and parcels of real property in said district be assessed according to the assessment list for said improve- ment district as the same now remains in the office of the city clerk, and as the same may be annut =Illy readjusted by the Board of Assessors, and that four and one - fourth per centum (4 �jo) on each of said blocks, lots and parcels shall be paid annually on or before the fifteenth day of September of each of the years 1925 to 1930, and 1932 to 1940, inclusive, until the whole of said local assessment shall be paid; and that six per centum (6,�) on each of said blocks, lots and parcels be paid on or before the 15th day of September of the year 1931 ". Section 2. That all ordinances and parts of ordinances in conflict herewith be and the sane are hereby repealed, and this ordinance shall be in full force and effect from and after its passage. KEENT DISTRICT NO. 102 OF LITTLE ROCK,ARKANSAS PETITION FOR INCREASED TAX RATE TO THE HONORABLE' MAYOR AND CITY COUNCIL OF THE CITY OF LITTLE ROCK,ARKANSAS The commissioners for Sewer Improvement District No. 102 of the City of Little Rock, Arkansas, respectfully state that the principal and interest of the bonds issued for said district maturing January 1 and July 1, 1931 in the total sum of $2,347.50 are past due and unpaid; that this condition is explained as follows: the amount of money borrowed originally eras not sufficient to complete the improvement and it was necessary the first yeax to issue certificates of indebtedness for unpaid bills for construction work; that the district had on hand September 28, 1927 only the sum of $725.49, with which to pay X2,100 of principal and interest of bonds maturing be- fore the next collection of taxes; that the district was able by borrowing and issuing certificates of indebtedness from time to time to meet the installments of principal and interest on the bonds as they became due until January 1, 1931; that due to the financial depression the district was not able to borrow the money to�the 1931 bond maturities; that there were considerable delinquencies prior to 1929 and that the total delinquencies for 1929 and 1930 are in the sutra of approximately X1,500; that the district has on hand only the sum of $100; that the taxes at the present rate of four and one - fourth (4 ) per cent will amount to about A2,600 payable August and September of this year; that Brown- Crummer Company, representing the bondholders, recently sent a representative to Little Rock for the purpose of bringing a suit and putting the district in the hands of a receiver, which Mould be very expensive to the tax payers of the district; that after studying the situation, said company agreed that if the district would increase its rate of tax for the year 1931 to six (6go) per cent and mould diligently prosecute suits for the recovery of delinquent taxes, that the receivership mould be waived for the present; that if the delinquent taxes can be collected and all taxes due this year can be collected at a six (6%) per cent rate, there will be sufficient funds to pay the delinquent bonds and interest and to pay those maturing prior to the collection of taxes in 1932; that it is absolutely necessary in order to secure sufficient funds with which to pay said bonds and in order to avoid the expense of a receivership that the tax rate be increased for the year 1931 to six (6 ) per cent. A form for ordinance levying a tax rate of six (6 °fl,) per cent for 1971 is presented herewith; and the commissioners for the district respectfully request that your honorable body pass said ordinance.
