4923ORDINANCE NO. L� AN ORDINANCE FIXING THE LEVY ON THE ASSESSMENT OF BENEFITS FOR THE YEAR OF 1931 IN STREET IMPROVEMENT DISTRICT NO. 508 OF LITTLE ROCK, ARKANSAS, AT SEVEN PERCENT. WHEREAS, the commissioners of Street Improvement District No. 508 find that a 7% levy on the assessment of benefits in said district will be sufficient to meet the obligations of the district; THEREFORE, IT IS NOW ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. That the several blocks, lots, and parcels of real property, railroads and railroad rights of way in said Street Improvement Dis- trict No. 508 of Little Rock, tirkansas, be and they are hereby assessed accord- ing to the assessment list as the same now remains in the office of the Uity Clerk of the City of Little Rock, and as the same may be annually readjusted by the hoard of Assessors and that seven per centum of said assessment of the value of benefits to each of said blocks, lots, and parcels of land, railroad and railroad rights of way, shall be paid on or before the 1st day of November, 1931, and that ten per centum of said assessment of the value of benefits to each of said blocks, lots, and parcels of land, railroads and railroad rights of way shall be paid on or before the first day of October each year there- after, until the whole of said local assessment shall have been paid; and said local assessment shall be a charge and a lien against all real property in said district from the date of this ordinance and shall be entitled to preference over all judgments, executions, encumbrances, or liens, whensoever created, until such local assessment, with any penalty and costs that may accrue thereon, shall be paid; provided, as between grantor and grantee, all payments not due at the date of the transfer of such real property shall be payable by the grantee. Section 2. That all ordinances or parts of ordinances in conflict herewith, be and the same are hereby repealed and this ordinance shall be in full force and effect from and after its passage. Gentlemen: We attach herewith an ordinance levying a seven percent levy on the assessed benefits of Street Improvement District No. 508 for the year 19319 and ask that the Council expedite its passage and so avoid having the District suffer a delay in meeting the obligations of the District. The commissioners have filed with the City Clerk their annual report as well as a complete detailed audit of the District Trade by Chase & Gaunt, certified public accountants, in which audit schedule 10 shows the net deficit based on the present 5% assessment to be $15,590.68 with no allowances made for any taxes which may be delinquent and may not be collected for some time. With this definite information on file in the City Clerk's office, the commissioners request that the attached ordinance be passed with which levy they believe the obligations of the District can be met.
