AN ORDINANCE TO REGULATE THE BUSINESS OF 4W DEALERS,
JUNK SELLERS, JUNK BUYERS AND JUNK PEDDLERS AND FOR OTHER PROSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK:
Section 1. Every person, firm or corporation engaged in
the junk or second hand business or anyn ^other person 1;�lho buys junk or
second hand articles,(furniture not include or stores same or has same
in his, its or their possession for business purposes, shall file a written
report by nine o'clock each morning with the police department of the
City of Little Rock, covering a complete record of each transaction or
purchase made by such party on the previous day. Said report shall include
a detailed description of all junk or second hand or used articles of any

kind or description purchased by such party and where it was obtained,
together with quantity of same and the name, address and physical descrip-
tion of the person from whom such junk or second hand articles were
purchased, together 4ith the state license number of any motor vehicle
used to deliver said items herAn mentioned.
Section 2. It shall be uniawful for any person engaged in
S� the junk or second hand business to buy junk or second hand articles from
a minor.

Section . It shall be unlawful for any parson buying or
dealing in junk or second hand articles to dispose of Same before five (5)
days shall have elapsed from the time of their coming into possession of
such articles or materials. At all times during the five days and at all
other times so long as the junk material or second hand articles shall
remain in the possession of said dealer said articles shall be stored in
such a manner as to be readily available for the .inspection by any duly
authorized officer. -`-^
Section 4. It shall b(: unlawful for any person to molt,
hack, cut or otherwise disfigure or change; the condition of any items men-
tioned in this ordinance within five days after their acquisition.
Section 5. It shall bo unla;:ful for any person or dealer
herein contemplated to buy or receive from a junk dealer, buyer, peddler
or any other parson, any brass, copper, lead, railroad journals, tools or
equipment, automobiie parts or accessories, copper wire, plumbing fixtures
or materials, oloctric liCht or tulephon6 Vyire or fixtures, or any part of
samo, whether broken or sound, unloss such dueler or person shall take

from the seller a bill of sale in writing covering such mat,:rials or
articles bought, to r,,hich shall be attached the affidavit a:vorn to b, ford
a Notary Public by the parson selling same that he is the lugai ovvner
thereof and has the legal right to sell and delivDr such articles. Said
bill of sale shall be kept in said buyer',, possession for the period of
one year and filed in alphabetical order.
Section 6. Any person, firm or corporation violating any

Section 7. All ordinances or parts of ordinances in
conflict herewith are hereby repealed and this ordinance shall take effect...,
