Section 1. That it shell be unlawful for the directors
of that portion of Oakland Cemetery described in the grant and donation
of March 20, 16880 by the City of Little Rock to the colored fraternal
lodges named therein, or any other person, to sell

Honorable Members of the City Council:
I am returning, with ray disapproval,
Ordinance No. 4950, passed by you at a meeting held
February 29, 1932.
My reason for so doing is: Section 1
of said ordinance provides:
"That it shall be unlawful for the directors
of that portion of Oakland Cemetery described in the
grant and donation of March 20, 1888, by the City of
Little Rock to the colored fraternal lodges named
therein, or other person, to sell any lot or plot of
burial space or ground to any person or persons,
associations or corporations in such ceraetery."
I think it has been overlooked that this is
an interference with property rights, as anyone owning
an unused lot and desiring to sell it or any fractional
part thereof certainly has legal right to do so.
Beyond question, a serious situation exists
at Fraternal Cemetery, and there is ample grounds for
drastic steps to be taken.
If you see fit to sustain this veto, I am
requesting that the accompanying ordinance be submitted
for your consideration.
This ordinance was prepared following a
survey by the City Engineer,esta.blishing a high -water
boundary, and contains an inhibition as to sale of
