AN ORDINANCE DECLARING THE BUSINESS OF OPERATING A TRAVEL BUREAU
IN THE CITY OF LITTLE ROCK TO BE A PRIVILEGE: FIXING AN AIUATUAL TAX FOR
THE OPERATION OF SUCH BUSINESS Al'D FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK:
Section 1. That the business of operating or conducting a Travel
Bureau in the City of Little Rock is hereby declared to be a privilege.
Section 2. That any person, firm or corporation desiring to
operate a Travel Bureau shall first make application to the Police Com-
mittee of the City Council for such privilege and then, if application is
approved.. by said Coim ittee, shall pay to the City of Little Rock the sum of
Twenty -Five (:;?25.00) Dollars annually, said amount to be paid in advance,
semi annually.
Section 3. For the purpose of this ordinance a Travel Bureau is
defined to be a business operated under the plan of securing passengers by
advertisement or otherwise to accompany any person intending to make a trip
or journey in a private car, where said passenger nays the owner or operator
of said car for the privilege of accompanying him, or where said passenger
pays said Travel Bureau, or where the operator of the car pays said Travel
Bureau, any sum for arranging said trip. Persons, firms or corporations
operating their own equipment upon regular schedules pursuant to licenses
duly issued by the State of Arkansas are not within the meaning of this
ordinance.
Section 4. Any -person, firm or corporation violating any of the
provisions of this ordinance shall be deemed guilty of a misdemeanor and upon
conviction, thereof shall be fined in any sum not less than $10.00 nor more
than X50.00, and any person, firm or corporation who shall secure passengers
by, at or through the medium of any Travel Bureau as herein defined which
shall not have paid the tax hereinbefore provided, shall be deemed guilty of
violating this ordinance and be subject to the -penalties herein proscribed.
Each booking or securing of passengers shall constitute a separate offense.
Section 5. By reason of the unregulated following of this
occupation by persons, firms and corporations in the City of Little Rock,
with the attending dangers and inconveniences to the traveling public, an
emergency is hereby declared to exist and this ordinance shall take effect
and be in force from and after the date of its passage.
