Section 1. TER-T-

Section 3. TAXICAB LICZJ�IiSES Any applicant for a taxicab
license, under the provisions of this article, shall make proper
application therefor on blanks to be furnished 'oy the City Council.
If the city Council approves such application it shall notify the
applicant of its finding. If the City Council then finds that the
applicant is the owner and the bona fide operator of the vehicle or
vehicles for which license is desired, and that such vehicle or
vehicles complies with all the ordinances of the City of Little Rock,
and all the rules and regulations enacted by the Cite, license shall
thereupon be issued to the said applicant uTpon the payment of the
proper license fee.
Section 4. SPECIFICATION FOR LICENSED TAXICABS
No public hack which has not heretofore been licensed as such shall
be licensed as a taxicab unless it shall comply with the following
rules and regulations.
A. It shall be a standard taxicab model of the
make or makes of car desired to be used by
the oviner or operator of the taxicab service.
B. Floor Mats

No floor mat shall be permitted in any taxicab
unless it shall be made of rubber, leather, m6tal
chain, or a similar nonabsorbent washable material,
and shall be easily removable*

Every taxi—cab shall be equipped with an interior
light of sufficient candle power to amply illuminate
the interior of said public hack at all times. -)aid
light shall be so arranged as to be automatically
turned on by the opening of either rear door of
said taxicab with a switch which shall be easily
accessible to passengers, provided, however, that
such interior lights may be disconnected at any
time after sunrise and before sunset•

Every taxicab shall be equipped with a frame for
the proper display of the orxaer#s fare rate card
and the driverts identification card. Said frame
shall be 4 aced immediately below the window of
the partition separating the driver's compartment
from the pas-lenger's compartment of said taxicab
and shall be so placed that card frame shall be in
the pas;-serwerls comp.-rtment but can be locked or
held in place by a device in the driverts compatt-
ment. The front of said frame facing the pas senZer
shall be covered with glass, and shall be clearly
discernible and easily read from the rear seat.

Section C. INSEMANCE Before any permit or license for
ublic Hac'-10 as herein defined, shall be issued, the owner shall file

bankruptcy of the insured shall not release the insurayice company from
any payment due under said policy and if by reason of such irfcolvency or
bankru tcy and execution on is judgment againat the insured Is reiurnig
ijnsati,sfied, the ,judgment creditor shall have a right of action against
the insurance company to reatover the amount of �aied judgment to the same
extent that the insured would have had to recover against the company
had the insured aid the judgment. Said policy shall further provide
that it cannot be cancelled until thirty (30) day *s notice of such
cancellation shall have been given to the t"Aty Council. If the oi-ner
of any public hack shall fail to provide within 30 days„ as above pro-
vided, another policy of insurance complying with 3action 6 hereof, then
the permit and licenses issued for such public hacks shall automatically
become void and of no effect.l

of a public hack with a license tag or curd showing the official license

Section 10. REA-13TER OF I UBLIC HACKS, The City Council' shall
keep a register showinj; the name and address of each person ovining or
operating a public hack licensed imder this ordinance, together with
the license number and the description and make of such public hack,
with the date and complete record of in3pections made of it. Such
register shall be a public record and open to the Inspection of the
public at all reasonable times. Certified or authenticated ccpies of
such records or portions thereof shall be conclusive evi�7ence of the
contents thereof*

The Cit,,r Council is hereby empowered and authorized to revoke or suspend
the license or permit of any public hack found not to be safe* and in
good condition with respect to appearance, cleanliness and mechanical
operation. Licenses when 30 suspended or revoked shall not be re-issued
until such public hack and all its ail,purtenance3 shall be put in fit
condition for use 'by the public and satisfactory to the City Council.

drive a public hack unless he shall have applied for and obtained a
license therefor. -Pach applicant for a license to drive a public hack
must -Teet the following requirements;
(a) Be at least 21 years of age.
(b) lust have Good eyesight, and be not subject to
e,Alepsy, vertigo, heart trouble, or any other
infirmity of body or mind which might render
him unfit for the safe operation of a public
hack, and be of good health generally.
(c)Be able to read and write the ZN;fish language.
(d)Be a citizen of the United States or declare his
Intention of becomine a citizen of the United
States*
(e)Be clear in dross and person and not addicted to
the use of intoxicating liquors
(f)Produce on forms to be provided by the City Council
affidavits of two reputable citizens of this city
stating that they have known him personally and
observed his conduct during one year next pre-
ceding the date of his application, and that he is
of Good moral charactery and such further testimon.

convicted of -11 felony or a misdemeanor, rhether
he has been summoned to court, whether he has pre-
viously been licensed as a driver or chauffeur,
and if so, whether his lleones has ever been re-
voked, and for what cause, which statement shall be
signed and sworn to by the applicant and filed
with the Gity council, as a permanent record,.
Any false statement made by the :,'.P,, licarit for a
license.shall invalidate the license issued to such
applicant. Driver's licenses shall not be trans-
ferrable.
Section 13, RXA;L'!IN_ATI0N OF DRIVERS Each applicant for driver's
license under the provisions of this ordinance shall be examined by a
person designated by the �'7 ty Council as to his knowledge of the pro-
visions of this ordinance, the traffic regulations, and the Geography
of the city, and if the result/?f the examination be imsatisfaotory

Section 14. --TOTOGRAPH OF THE DRIVER . Each applicant for a
driver's license must file with his application two recent photo-
graphs of himself, of a sizeldesinated by the City Council, one
of which shall be attached to the license when issued, and the other
shall be filed with the application with the City Council. The
photograph shall be so attached to the license that it cannot be
removed and another photograph substituted without detection. Each
licensed driver shall, upon demand of an inspector of licenses, a
policemnan,or a passenger, exhibit his license and photograph for
inspection. `,'here the application for a license is denied, the
photograph shall be returned to the applicant by the City Council.
Oection 15. FORM AND TERPS Or DRIVER'S LICENSES. All driver--1
licenses issued hereunder shall be in the form prescribed by the
City Council and shall contain a blank space for the record of all
arrests or charges made against the owner thereof. all such drivers'
licenses shall expire on the 1st. day of January of the year
following date of issuIF thereof. Any alteration of any driver's
license issued hereunder shall invalidate the license so altered.
Section 16. DRIVER'S BADGE. The City Council shall deliver
to each driver licensed by it a metal driver's badge bearing the
number of his driver's license. It shall be unlawful for any person
to drive a public hack upon the streets of this city without having
his driver's badge attached to his hat in a conspicuous place.
In the event of tine loss or destruction of driver's badge he shall
immediately report the same to the City Council and may obtain a
new badge bearing his license number by applying to the City Council
and paying a fee of $1.00 therefor.
Section 17. RENE!11AL OF DRIVER'S LICENSES. The City Council
may renew a driver's license from year to year by appropriate en-
dorsement thereon. A driver in applying; for a renewal of his license
shall make application for renewal upon a form to be furnished by
the city Council, entitled "Application for Renewal of Public Hack
Driver's License% showin,;.-., his full name# address, and date upon
which his original license was granted and Vie number thereof.

Driver's license may be suspended or revoked at any time by the Mayor,
the City Council, or any city magistrate. It shall be the duty of any
officer or Magistrate sus.endinG a public hack driver's license to note
thereon the date and cause of such suspension* and to demand the
surrender of the badge bearing the number of such suspended license
and it shall be the duty of the dtiver to whom such license was
issued to surrender his badge upon the demand of the officer or magis-
tralt suspending. hen the license is suspended or revoked by an
official other than the Gity Councils the driver's badge and a note
of the revocation or suspension shall be forthwith forwarded to the
City Council. The badge shall be rettuned to the driver surrendering it
at the expiration of the period for which the license was suspended. A

different from that to which he is entitled
under the provisions of this ordinance*
(h) It shall be unlawful for any person owning,
pperating or driving public hacks for hire
to operate or drive the same on a distance
tariff or to use or Avertise in connection
therewith th?, words "taxi". "taxicab" or
"cab" or inboliciting trade from the public
to represent or hawk such public hack as a
"taxi-". "taxicab" or "cab" unless the same is
equipped with a taximeter complyinr- with the
provisions of this ordinance* It shall be un-
lawful for any person ovming, operating or
driving a taxicab as herein defined to operate
or drive such taxicab unless the fare to be
charged is determined by an approved taximeter
and no other or different fare shall bechairged
to passenger than is recorded on the reading
face of said taximeter for the trip, except that
the hourly rate may be used at option of passen-
get- after the meter has registered an amount

O VIOLATIONS- A violation of any of the provisions
of this section shall render the offender or
offenders liable, upon conviction before any
magistrate, to a fine of not more than '`50 for
each offense, and in default of payment of such
fine he may be committed to the city jail or
work house until the same shall have been paid
at the rate of one dollar per day for the time
served in said jail or workhouse.
Section 22. PREPAYMENT OF FARE . Every driver of a public hack
shall have the right to demand payment of the posted fare in advance
and may refuse employment unless so prepaid, but no driver of a
public hack shall otherwise refuse or neglect to convey any orderly
1,erson or persons upon request anywhere in the city unless previously
engaged or unable to do so. No driver of a licensed hack shall carry
any other person than the passenger first employing said hack without
the consent of said first passenger.
Section 23.DIS =ED FARES. All disputes as to fares shall
be determined by the officer in charge of the police station nearest
to the place There the dispute arose. Failure to comply with such
determination shall subject the offending party to a charge of dis-
orderly conduct, -,ninishable by a fine of not to exceed '10.00, or,
in default of payment thereof, by imprisonment of not more than 10 days.
Section 24. OVER- CI-I'ARGE . No person shall charge or attempt to
charge any passenger a greater rate of fare than that to which the
::ublic hack is entitled under the posted fare.
Section 25. VIOLATIONS
(a). O.vners- Anr owner of a public hack not
licensed and equipped in accordance with
the provisions of this ordinance, or of a
public hack, the license of which ha..; been
revoked, or whose license is at the time
suspended, who operates the same as a
public hack, as defined herein, or attempts
so to do, or who solicits passen ers for
hire in this city shall upon conviction
thereof be punished by a fine of not over
'50 or improsionment not exceeding 30 days,
or both, and any license issued to him
may be revoked.
(b) Drivers - Any person not having been duly
licensed as a public hack driver, or any
.erson whose license as such driver has been
revoked, or any person whose license has been
suspended and who during the time of such
suspension, drives a public hack upon the
streets shall, upon conviction thereof be
punished by a fine of not over X50 or im-
prisonment for a term not exceeding 30 days
or both, and any license, issued to him, may
be revoked.
(c) The City Council may in its discretion
suspend or revoke the license issued to
any driver or issued for any public heck
for the violation of any provision of t:iis
ordinance whether or not the criminal
prosecution of the licensee is :;ending.
Section 26. The provisions of this ordinance shall not
apply to motor bus5ess o;erated in connection with or an
extension of the electric street railway lines.
Section 27. All ordinances and parts of ordinances in
conflict herewith are hereby repealed; provided, such repeal
shall not affect any action or proceeding had or commenced in
any criminal or civil cause before this ordinance or its
respective provisions take effect, but such actions or pro-
ceedings may be prosecuted and continued with the same effect
as if such ordinance had not been repealed.
