An Ordinance Closing the Affairs of Street Improvement
District Number 512 and Levying an Ad-
valorem 'fax to Pay its Debts,
Whereas, This Council, in July, 1929, at the request and
upon the petition of a majority of the property owners in
the territory hereinafter described, did form "Street Ira -
provement District Number 512 of the City of .Little dock,
Arka.nsas," and thereafter accepted the commissioner's esti-
mate of cost and plans for the contemplated improve,nent, and
Whereas, thereafter, assessment ordinance, being ordinance
numbered 4501, was passed by this Council fixing the benefits
upon t1hQ different tracts within said territory and making
tYie s:nounts so fixed liens upon each respeetilre tract, find
Whereas, thereafter, proceedings were instituted, by those
objecting to such assessment in the Pulaski Chancery Court
and subsequently in the Supreme Court of Arkanss s, and such
assessments, as fixed by this Council, viere declared. void and
thereafter, acting upon said finding of the Suprf:me Court and
other testimony, the Pulaski Chancery Court entered its de-
cree declaring such improvement infeasible and that it had
been abandoned, and
Whereas, in said decree, certain claims against said district
were declared valid and binding and a charge upon the property
therein and payable by an advalorem tax upon such property, and
a certified copy of said decree describing said claims, fps
fixed .by the court, and setting forth the amount of tax neces-
sary to be levied for their payment and wirlding up the affairs
of the district, has been filed with the City Clerk, 4h

NOW, Therefore,
In order to Comply with said Decree of said Court and
with Act Numbered 64 of the Legislature of 1929,
Be it Od /ained by the City Council of the City of
Little Rock, Arkansas.,
Section 1, The several blocks, lots and parcels of real
property in said Street Improvement District Nu°nfier 512 of
the City of Little Rork, Arkanse.s, as described in said decree
now on file in the office of the city clerk of this city, be
and the same are beraby assessed and a lien is by this ordi-
nance fixed thereupon for the sum named and fixed in said de-
cree, being 20 mills upon the valuation as fixed for county
purposes and shown in the last eoluxm to the right of each
of said lots, blocks and parcels of real estate. Said charge
against each of said tracts shall be payable to the City
Collector on or before the expiration of days frog
the date of the passage and approval of this ordinance.
Section 2, The same procedure shall be followed by the City
Collector in the collection of said charge or tax as is usual
In the collection of improvement district assessments and
paymen# shall be made by him, or by the board if active at
that time, to the creditors named and fixed. in said decree

Section 3. Any assessments or parts of assessments, as hereby
fixed, which are not paid within the time limit aboNre named
shall be deemed delinquent, penalty shall then attach and such
procedure then followed as is set forth by statute for the
