jdHEREA3 porters stationed upon the sidewalk in front of and in
or at the stairways or doors of certain hotels and rooming houses in
the city of Little Rock presumably to solicit business for said hotels
and rooming houses, have actually become agents of bootleggers and
prostitutes, and
':7HERE_IS said solicitors or porters have commonly pursued the
practice of insulting unaccompanied white women passing said hotel or
rooming 'house, and
'.'HER.1AS the presence of such -.orter or solicitor has become
a menace to the peace and good orcer of the city of Little Rock, therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK
Section 1. That from and after the passage of this ordinance
it shall be a misdemeanor for any person to solicit or cause others
to solicit patronage or business for hotels or rooming houses, upon
the sidewalks and streets of this city, or by carrying on such solicita-
tion from doors or stairways leading to such hotels or rooming houses.
Section 2. That any person owning or mGnaging any hotel or
rooming house who shall cause or allow persons to be stationed upon the
sidewalk or at the door and stairway of such hotel or rooming house, shall
be deemed guilty of a misdemeanor and upon conviction shall be punished
in the same manner as the person actually doing such soliciting.
Section 3. 'ny persons named in Section one and two of this
ordinance who shall be found guilty of violating the provisions of
this ordinance shall, upon conviction, be fined in any sum not less
than 125.00 nor more than `100.00 and each days violation of this or-
dinance shall constitute a separate offense.
Section 4. The passage of this ordinance being necessary for the
preservation of the peace, safety and good morals of the citizens of
Lit le ;sock&anemerZency i ereby declared and this ordinance shall
e fect in fo c from and after the date of its passa e.
