To the Members of the City Council;
I am returning Orcinance No. X036, passed by
you April 24, 1933, frith disapproval noted.
I have no objection whatever to that portion
of the ordinance prescribing the method of selection of
a City Collector, it being simply a legal adoption of the
custom which has prevailed for more than twenty years.
If it had stopped there (as an existent ordinance provides
the method of selection of the deputy collector), or Section
3 had embodied the provision that the City Collector, with
approval of the mayor, should appoint his other assistants,
which cooperative method has been followed for many years,
I would have readily approved the ordinance.
My chief interest, as Mayor, is the cityts
welfare, and I know it is vitally essential that close
cooperation should exist between the executive head of the
city and the Collectorts office, which so largely conttibutes
to the financial success of the administration. Nothing
should be done, especially during these trying times, to
weaken the administrative functions in a conscientious
desire to have every department of the City Government
courteously and efficiently serve the public. I have
heard, since this ordinance was introduced, that some
maliciously false reports were in circulation to the
effect that I contemplated changing the present personnel
of the office. I have had no such thought, expressed or
unexpressed, as affecting any individual in that office,
and challenge anyone to prove to the contrary.

that will be acceptable and which merely is in line with
an established custom of many years.
