1933: We quote from Council minutes of April 10th,
"Petition of firms or individuals protesting
against the City collecting 42.50 and $5.00 for
repairs or re- roofing jobs on dwelling houses or
business buildings. Motion by Alderman Wherry,
seconded by Alderman Adkins, that the City Attorney
be instructed to draw an ordinance precluding the
City for a period of 90 days from collecting a fee
on repairs of this type where the cost does not
exceed $50.00. Unanimously adopted."

There are thousands of houses and buildings that are badly in need of re-
pair,, and. the ol,d corn out roofs are a constant fire hazard to the en-
tire city. Dot only that, but these buildings are leaking and causing
serious damage to the interior, and also causing sic �:ness due to the et
rooms. `I'he ovaner has a feeling - -and justly so - -that he is being penalized
to make repairs, and that the money expended for a permit does not bene-
fit him in the least.
The roofing companies are paying a privilege tax to transact business in
the city, and to 1)ut an extra sales tax on their business is not fair and
just. e have not made any money in the last two years, and are continu-
ing; to operate at a loss; and we do not feel like digging into our oven
pocket:: in order to persuade an owner to put on a neir*i roof or repair the
old one, and to add it to the customer's bill only serves to create an
ill feeling and that he has been mistreated.
3usiness and salaries have been so reduced that we are almost desperate,
and we believe that these taxes should be removed entirely in the
residential sections, and on 1„ a nominal fee charged in the lire districts
of the city. This sales tax is also keeping our men out of work and a
great many of them are in desperate circumstances. 3or.e of them are on
