OBNOXIOUS THEREBY CONSTITUTING A NUISANCE,ORDERING T E SAME TO BE

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK:
Section 1. That the buildings located at 251122515, 2517, 2519
2521 and 2523 East 6th Street, 2008 -2012 Spring Street Northwest
corner of 20th & Gaines Street and the long building in the 2700 block
on East 6th Street, with the exception of the store building at 2700
East 6th, are hereby declared to be unsightly, unsanitary, hazardous
and obnoxious and to constitute a nuisance to the surrounding neighborhood.
Section 2. That the owners or agents of said buildings are
hereby ordered to remove same within thirty (30) days from date of
the passage of this ordinance.
Section 3. The City Clerk is hereby directed to mail a copy
of this ordinance to such owners or agents and should said buildings
not be removed within thirty days from date hereof they shall be
guilty of a misdemeanor and upon conviction shall be fined in the
sum of Fifty (150.00) Dollars.
Section 4. Should the owners or agents of said buildirk-3s be
unknown the City Engineer is hereby authorized and directed to remove
said buildings or cause same to be removed and shall proceed to sell
the materials contained in said buildings, the proceeds of which shall
be applied upon the expense of such removal.
Section 5. The unsanitary conditions of said buildings has caused
a nuisance to the health of the surrounding residents which should
be removed immediately and an emergency is therefore declared to exist
and this ordinance shall take effect and be in force from and after its
passage.

We quote from Council Minutes of October 2nd, 19339
Page 152 - 153:
"Alderman Pickens complained to the Council
that Ordinance No. 5054 and 5064 in regard to the removal
of delapidated buildings on property located at 2005 -
2012 and 2215 Spring Street had not been complied with by
the owners and making inquiry as to the neat step to be
taken in order to have these removals accomplished, his
questions being directed at City Attorney L.L. Brickhouse.
rdinance No. 5054 was passed June 26th, 1933 and
published July th, 1937. This ordinance was republished
on the 1st day of September, 1933 when it was discovered
that the property at 5421 "S" Street had been omitted by
the printers in the first publication. The property at
2005 and 2012 was listed in ordinance No. 5054 when it
was published the first time. Ordinance No. 5064 was
passed August 14th, 1933 and published August 21st, 1933
and covers the property at 2215 Spring Street. In all
instances copies of the ordinances were mailed to the
owners, r etnal agents, trustees or other duly authorized
representatives. The ordinance so provides. In instances
where the owners are unknown it becomes the duty of the
City Engineer to carry out the provisions of the ordinance.
City Attorney Brickhouse explained that in line with the
ordinances if the owners or others failed to comply with
the ordinances, the City Engineer would become the City's
witness in case of litigation. That should anyone appear
before him and file a complaint as to the owners non-
compliance with said ord%nances, a warrant would be sworn

out for the arrest of such party or parties that they
be brought into Court and fined in line with the penalty
set out in the ordinances. Motion by Alderman Pickens,
seconded by Alderman Wherry, that the City Engineer and
City Attorney cooperating with the Chief of Police arxe
to have these ordinances complied with."
