AN ORDINANCE CREATING THE POSITION OF y THIRD ASSISTANT
CHIEF OF THE LITTLE ROCK FIRE DEPARTMENT AND REQUIRING THAT
T SECOND :;ND THIRD .,SSI STANT CHIEF BE OFFICERS ON THE SERVICE
TRUCK ON OPPOSITE SHIFTS AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK:
Section 1. That the position of a third assistant chief
of the Little Rock Fire Department is hereby created and that the
second and third assistant chiefs are hereby required to be officers
on the service truck on opposite shifts, these positions to be
fil� d by competitive examinations held by the Civil Service
3oard,without any increase in pay above that of captains
Section 2. All ordinances or parts of ordinances in conflict
here-with are hereby repealed and as the present lack of a third \�
assistant chief is detrimental to the efficient functioning of the
,wire Department an emergency is hereby declared to exist and this
ordinance shall take effect and be in force from and after the date
of its passage.

it reference to the recent reccomendation to fill the position
of 2nd assistant Chief and create tie position of 3rd assistant Chief
I feel that I possibly can clear up the matter by an explanation of
the plan.
The department at the present time is 'directed by th Chief
and the 1st assistant Chief.
In the event that both of these men are off duty from sickness,
injury,or some other cause,there is no directing head with the authority
to take the leadershi) and direction of the del-,artmeiA.
The ;clan in mind is this :that though competitive examinations,
held by the Civil Service Board,an eligible list be created for these
positions.Onl -,r men on the department with the rank of Captain would be
eligible to take the exami nation. From the list created the two highest
ranking, would be selected for the position of 2nd and 3rd assistant
Chi ef,respectively.
There would be no increase in pay above that of Captain but
each man would have the increase in authority and rank.
These two men when selected would be placed on the Service
Truck and work on opposite shifts,thereby providing one Chief officer
in response to all alarms,in addition to either or both the Chief and
the 1st assistant Chief.
It would further rrovide that in the event of more t'-ian one
fire at the same time there would be a Chief officer at the different
fires.Further,in the event that the Chief or the assistant Chief.or both
of theiii could not perform their duties,for sollie cause,there would be
designated men qualifie . to assume their positions.
I feel that there is a great need for these two po si tions, it
will not increase the cost of the department, there will be no increase in
man power and it will increase tine efficiency.
