AN ORDINANCE PROHIBITING THE DISPLAY OF CONTRACEPTIVE
DEVICES, PROPHYLACTIC GOODS, ARTICLES FOR THE PREVEN-
TION OF VENEREAL AND OTHER DISEASES AN" ANY SEX INCIT-
ING DEVICES OR CONTRIVANCE, AND PROHIBITING THE SALE
THEREOF EXCEPT BY DULY LICENSED PHYSICIANS AND DRUGGIST'S:
PROVIDING A PENALTY FOR THT7 VICLATION THEREOF, AND FOR
OTHER PURPOSES
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE
ROCK, ARKANSAS
SECTION 1. It shall be unlawful for any person, firm
or corporation other than a regularly licensed druggist or duly
licensed physician, to display or expose for sale any contra-
ceptive devices or any prophylactic rubber goods or any other
articles for the prevention of venereal diseases and infections
or any sex inciting device or contrivance in the City of Little
Rock or to display or expose any containers or packages contain-
ing or advertising the same; except that the foregoing provi-
sion shall not apply to wholesale druggists, jobbers, or manu-
facturers in the matting of such sales to regularly licensed
retail drug stores and duly licensed physicians for resale.
SECTION c. It shall be unlawful for any person, firm
or corporation to operate or maintain in the Citir of Little Rock
any vending machine or mechanical contrivance vending; any of the
above described articles or to sell, offer for sale, or give
away any of the above described articles through the medium of a
vending machine or similar mechanical contrivances.
SECTION 3. Any person, firm, or corporation violating
any of the provisions of this Ordinance shall be deemed guilty
of a misdemeanor, and upon conviction be punished therefor by a
fine in any sum not less than $25 nor more than $500.
SECTION 4. J ER LAS, there are many vendors of contra-
ceptive devices, prophylactic rubber goods and other articles as
herein set out operating within the City of Little Rock selling
unsanitary merchandise and in addition making sales of such mer-
chandise to high school boys and girls, the provisions of this

Ordinance are deemed to be necessary for the immediate pre-
servation of the public health, morals, peace and safety, and
an emergency is hereby declared to exist by reason thereof;
and this Ordinance shall be in full force and effect from and
after its passage and appro al.
