ORDINANCE FIXING THE LICENSE FEE FOR THE OPERATION OF RUIMY
TABLES, AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK:
Section 1. It shall be unlawful for any person, firm, or
corporation to operate any rummy table in the City of Little Rock, Arkansas,
without first obtaining and paying for a license therefor from the proper
City authorities as hereinafter provided.
Section 2. The license fee for the operation of said rummy
tables is hereby fixed at $3.00 per rummy table per month payable in ad-
vance. No license under this ordinance shall be issued for a longer period
than one month.
Section 3. The Police Committee shall have the power to revoke
any license issued under this ordinance whenever in the opinion of the
said Police Committee the rummy tables for which license has been issued
are being improperly conducted or have become a nuisance, or when any
ordinance of the City governing the operation of pool and billiard rooms
or any rule or restriction of the City of Little Rock is being violated.
The power of revocation conferred by this ordinance is cumulative and
shall not repeal any of the other provisions of the ordinances of the City
of Little Rock providing for revocation of licenses.
Section 4. Any person, firm, or corporation violating any
provisions of this ordinance shall be deemed guilty of a misdemeanor, and
upon conviction in the Municipal Court shall be fined in any sum not less
than :10.00 nor more than $50.00 for each offense.
Section 5. Whereas, this ordinance is hereby declared to be
for the better protection of the public health, peace, and safety an
emergency is hereby declared to exist; and this ordinance shall be in
full force and effect from and after the passage and approval.

I am returning with ray veto Ordinance
No. 5174, "Fixing the License for the Operation of
Rummy Tables," same having been passed by your
honorable body on Septe saber 10, 1934.
Under the lati-s of this state gambling
and exhibition of gaming devices are misdemeanors.
M Today there are hundreds of slot Machines being
W operated in this city under the cloak of games of
skill, and I think it is to the shaii;e of the school
system of the state of Arkansas that for revenue it
lends itself to the legOizing of these alleged games
of skill, when in truth they are used almost exclu-
sively for galiibling. It is necessary today to
refuse license for slot riachines in business houses
near public schools because of the indulgence of
school boys in the playing of these machines and
betting on scores made.
Tile licensing of rug :uiy tables will mean
the opening; of another avenue for gambling, regardless
of the representations made to the contrary. No one
can be simple enough to believe that the tables will
be used by players for aanusement only.
Knowing something; of the adverse conditions
under which we are laboring today, and not desiring to
manufacture any new cloak to cover up gambling in the
city, I ate vetoing Ordinance No. 5174.
